I have been mentored by a Ph.D. adviser, and I have mentored my own Ph.D. students. There is absolutely no way in hell that the mentoring would have been anywhere near as effective if it were done in any way other than face to face.If you want to set up a crap Ph.D. program, then sure, use “distance learning.” But a real Ph.D. experience in computer science requires personal, face-to-face interaction, frequently, with your adviser and with other graduate students.
