When I have suggested to friends in Long Beach that they try taking the Blue Line to L.A., they will say, “but it takes an hour.” This explains the reason why I think it was a mistake to build that line in the way it was done, as a surface light rail line. This merely brought back the same problems that plagued the old Pacific Electric — grade crossing accidents and slow street running.The top speed of the cars in use on the Blue Line is 55 miles per hour whereas the top speed of the Red Line cars is 70 mph. The specifications for the current subway extension to West Los Angeles say that the operating speed — end to end or schedule speed — will be 32 miles per hour. The Blue Line’s schedule speed is about 24 miles per hour. The Blue Line’s maximum speed section from Willow Rd to Washington Blvd has an operating speed of 30 miles per hour. But the street running section for two and a half miles in Long Beach and along Washington Boulevard and Flower Street in Los Angeles greatly reduce the schedule speed.This is especially problematic for Los Angeles because the city is very spread out. This means that an adequate rapid transit system needs to operate at the highest feasible speed to provide competitive travel option for long-distance rides across the urban expanse. That is what rapid transit is for.The original 1972 plan for the Long Beach line would have been completely grade separated and would have used the same technology as the Wilshire subway. Indeed, it would have been a branch of the Wilshire subway. This plan, devised by the RTD, was based on the idea that rapid transit in Los Angeles would be something like BART in the Bay Area. For one thing, this would have meant that the line from North Long Beach into Los Angeles on the old Pacific Electric right of way through Watts would have been completely grade separated. The idea was an elevated line from Compton to Slauson or Florence and then a subway under Central Ave or San Pedro Street.The disadvantage of course is that this would have been more expensive. Back then this would have meant $100 million a mile for elevated structures versus the actual grade level cost of $40 million per mile. With only very slender half cent sales tax as funding, this would have stretched the time of construction out. The politicians who dominated the Los Angeles County Transportation Commission in the ’80s wanted something quick and easy, so they could crow about projects they’d completed — without regard to long term consequences.But they also passed up opportunities to build completely grade separated lines at low cost — such as the original early ‘70s proposal to use the former Pacific Electric right of way in the median of the San Bernardino Freeway for a rapid transit line to El Monte. (Most of the right of way was given over to cars, to expand the freeway via the express lanes.)People have been complaining about the ridiculously slow movement of trains on the Expo (Santa Monica) line along Flower Street. This is another example of the problem of relying upon surface street running to do things on the cheap. That should have been built as a continuous subway under Flower Street from 7th St to the old Pacific Electric right of way along Exposition Boulevard. That line has quite a bit of grade separation on the section from La Brea to Bundy Drive in West Los Angeles, and trains move at a reasonable speed there. But the street running at both ends just slow the line down.
