I have worked in Goldman Sachs technology for a couple of years and following are official/unofficial aspects of career path in technology. There are two types of designations that you got along your career - Confidential and Public TitlesConfidential TitlesThese only you and your senior managers might now. You can't reveal these to any other employee. Your compensation and benefits are decided based on these.Let's start from level zero - NAPA or NASP. Fresh college grads start from here. NAPA is New Associate Programming Analyst. I have forgotten the full name for NASP. These are basically kind of elite ways to start in Goldman Sachs. These programs allow lot of networking with fellow new joinees and other senior persons and help you build a network in the start of your career.Application Develer 01 - AD01 NAPAs or NASP have some initial probation period after which they become AD01. All NAPAs and NASPs convert to AD0 after one year unless they have done something horribly wrong. Many experienced hires also start in AD01.AD02 - Application Developer 2. After 3 years as AD01, you become eligible for AD02. NOTE that you become eligible. Now you make AD02 or not is upto your manager. Strong experienced hires start as AD02.Anyone who name shows an Associate is an AD02.AD03 - Application Developer 3 After AD02, there is AD03. This is a mid level management position. For most people, this is peak level of their careers. Most managers you see will be on different experience spectrum of AD03 position.Public TitlesThese are the title you can publicly tell others and are visible in Corporate Directory.Vice President Promotion (VP) - This is this abused position at the banks. The reason being that it sounds like a big position but does not hold much value because almost every other person is a VP. After AD02, if you have been performing consistently, it will take you 2 or 3 years to become a VP. 2 years if you got good projects and played your cards right. Otherwise 3 years.From this point on, your career growth becomes saturated.Tech Fellow - A very elite position in Technology. If you expand your career towards technology and are a strong techie, then this is the next step. However this is very elite, very very few people make it. You must have some big things in your portfolio, must be with the firm for long enough and have a strong network of SENIOR people who can recommend you for this position. NOTE very very few people will make this.Managing Director - This you can call holy grail in Goldman Sachs for technology. The most elite position. You must have done great deeds to achieve that and again you need VERY VERY strong connections. Not more than 10 ( that number might be a bit high) people make MD for technology each year. Being MD gives you a superhero status. Your opinion is valued irrespective of whether you make any sense or not. You can take your pick of projects and have great independence. Your bonus is huge. You can travel at will. Basically anything.Partner - Theoretically this is next step after MD but practically I have not seen anyone from technology making a partner. I would be immensely happy if some mere mortal is able to achieve that feat and look forward to see that happen. Even in other business units, you must be "crème de la crème" to become a partner.

A colleague of mine faced a similar situation. The Police constable asked for a bribe and my colleague refused. The Police said that he will ensure that he will send a negative report and that he will not get a passport ever. Immediately my colleague filed an RTI application online addressed to the Ministry of External Affairs asking whether it was statutory to pay the Police to get your report through.Guess what happened, the police report was through and my colleague got his passport in a week’s time.RTI is a very powerful tool which I have used myself (to get my PF statement from Bandra PF office signed and stamped by the officer there at the click of a button sitting in Chennai. Imagine the hassle one would have gone through to get this done by visiting the PF office in person). All you need to do is visit https://rtionline.gov.in/ and fill your RTI application. You will get drop boxes to choose which department/ministry the application needs to be sent to. You can pay Rs.10 either online or send a Postal order. You will definitely receive a response within 30 calendar days. The PIO responsible will send you a hard copy response letter on the official letter head via speed post.In your case ask your brother to file an RTI, addressing to Ministry of External Affairs -> Passport Office and mention all the relevant details in the RTI application (ARN number, PSK details, Police station, Constable name etc.) and ask why his police verification was rejected 3 times despite having a clean background. Do this and I am pretty sure it should be through this time around. Let me know if it works my replying to this comment.
