I have been getting the status "Police Verification Report is not clear and application is under review at Regional Passport Office" for 1 month. What should I do?
Most of our government offices in India take pride in being ambiguous or vague in communicating with their applicants thinking that they will fall at their feet ultimately or bribe them to get the things done. Very unfortunate. And the RPOs are no exception. Let any official of the RPO apply for a driving license and if he is told by the RTO that his application is not "clear" (without telling why and how it is not clear) and hence being under "review"(but, without telling him how long the "review" takes), how does he feel? I do not know why the officers, manning the RPOs belonging to the All India Services, selected by constitutional bodies like UPSC and trained in the Administrative procedures by some of the best faculties in the subject at Mussoorie at a huge cost to the exchequer, fail to deliver the simplest of the things that they are meant for, trained for and paid for. Well, the fault lies with the applicants also. Either because of ignorance or because of guilt conscience, they tend to compromise somewhere down the line and thus giving rise to an impression in the minds of officials that if they are less communicative, the applicants will come round and please them. No, never. You may see here, i have upvoted some of the answers here those who advised to visit the RPO to find the reason for 'unclear PVR' and/or file RTI application before the RPO concerned seeking to know the cause of delay in the issue of PP and even ask for a copy of the PVR that is said to be unclear, which you have every right to know. You see the logic here, which most of the applicants lose sight of, is that an applicant applies for a PP and pays the fee to an RPO, the Competent Authority to issue PP. Therefore, the RPO is answerable to the applicant. As a part of the procedure to issue PP, the RPO, due to prior internal understanding and arrangement, has to take the help of local police for verification of the applicant's given particulars and get a report from them(police) and if the report is found to be positive, the applicant will be issued PP. In between, at the instance of the RPO, the police will have to carry out their job discreetly and openly before submitting a report to the RPO. The expenses for all this have already been paid to the RPO by the applicant. No need to pay any thing extra to any one much less police, that too without a receipt, which amounts to a bribe. So, the police are intermediaries set up by the RPO, not by the applicant. And, therefore, the applicant does not have any obligation, except for submission of required documents, towards the police. But, what happens here is that the police not being open to the applicants during the verification process about lapses, if any, in the particulars of the applicant(I did come across certain cases where police deliberately suppressed some unintended mistakes by the applicants and later on reflected them as adverse because the applicants did not bribe them!) and subsequently, the RPO too, tending to keep the applicants on tenter hooks without informing the applicant why the PVR is not 'clear', the applicants get tense and start running helter-skelter. This has to be resisted at all costs. So, please visit the RPO with all your papers in original and try to sort out the matter there only. You need not visit any PS, much less a DCP or CP office for this. As i wrote above, it is the duty of the RPO to get a report from police, because you have paid for it. You better ask the RPO to give you in writing, if they refuse to tell you the reason for the so called 'unclear' police report. And if they don't tell you or facilitate you to correct the mistakes, if any, then you come back and file an RTI application, as suggested above. Your PP will come running in search of you!
