This depends what you mean by 'good'. You could certainly do a lot worse.There are two university systems in California: The Cal State University, which has 23 campuses, (including one in Los Angeles, East of downtown) and the University of California, which has (I think) 10 campuses (including one in Los Angeles, West of downtown).Here are their missions:UC: To provide undergraduate and graduate instruction through the doctoral degree with emphasis on research and professional education. Offers preprofessional programs in law, medicine, dentistry and veterinary medicine.CSU: To provide undergraduate and graduate instruction through the master's degree in liberal arts and sciences and professional education, including teacher education.Notice that CSU does not include research nor doctoral degrees in its mission. Since the rankings are based on "teaching, research, knowledge transfer and international outlook" the Cal State University is going to be disadvantaged.Tuition fees are a lot lower at CSU than at UC. That might be an important determinant of 'good' for many people.

Oranges can be a high value crop, if the price stays up.Political will to grow, at least since the expansion past Western Avenue, which used to be the Western boundary of Los Angeles, and is now in the middle of the city. Growth was not possible in much of San Francisco and nearby areas.Oil - the big, long term factor driving growth and wealth. There is LOTS of oil under Los Angeles. There is even oil under Beverly Hills - production there about 750,000 barrels a year, or only 2,000 bbl. per day. That's not much - only 60 million a year at $80 a bbl.Motion Picture Industry - wanted to escape paying Edison to use his patents, also needed sunny weather for outdoor photography.Los Angeles becomes a destination for the ambitious and people re-inventing themselves since around 1900, and continous to this day. The weather is both uncomfortable and actually trying to kill you. That crappy weather is like a whip, driving people away from the cold, toward better climates like Florida, Texas, Arizona, and California. Those states have grown enormously while places like New York state slowly lose populaltion.Let me illustrate this with an example. A favorite falculty recruiting trick of Universities in Florida was to invite professors from Northern states to teach for the winter quarter or semester.So now you are a professor, stepping on a plane in Boston, with the cold water from the slush still trickling into your shoe. Four hours later, you step into Miami sunshine and the smell of orange blossoms and suntan lotion.The effect is huge. While you might not wish to change universities, you might arrange to always spend winter quarter teaching in Florida.
