Was Pedra Branca originally a territory of Johor? How did Johor lose sovereignty after the British built a lighthouse on it?

Pedra Branca was originally within the territory of the Johor Riau Sultanate but there were a lot of historical tos and fros regarding jurisdiction. To fully understand the situation, one has to look at the history of Pedra Branca. Various documents have been submitted regarding jurisdiction and these are the generally accepted salient facts:The Governor of Straits Settlements, William Butterworth wrote to the Sultan of Johor and the Sultan favoured the proposal to build a lighthouse on the island. The letters have not been found but favourable replies have been found;Monies were raised for the lighthouse but when there was a shortfall, a tax was imposed on ships coming into port at Singapore to pay for the lighthouse on the island;The East India Company claimed the Horsburgh lighthouse, and when Singapore became a Crown Colony, jurisdiction of the lighthouse and island passed to Singapore;In 1946, the Colonial Secretary of Singapore wrote to the Sultan of Johor trying to cement the jurisdiction of Pedra Branca. The Acting State Secretary of Johor replied: ”the Johore Government does not claim ownership of Pedra Branca”;Pedra Branca, Singapore - Wikipediain 1959,in an official publication regarding meteorological information collected on Pedra Branca, Malaya listed Horsburgh Lighthouse as a “Singapore” station. This was again described in the same way in a joint Malaysian and Singapore publication in 1966;In 1962, 1965, 1970, 1974 and 1975, the island was indicated with the word "(SINGAPORE)" or "(SINGAPURA)" under it by the Malayan and Malaysian Surveyor General and Director of General Mapping; andIn 1979, the Director of National Mapping of Malaysia published a map entitled Territorial Waters and Continental Shelf Boundaries of Malaysia showing Pedra Branca to be within its territorial waters. Singapore rejected this claim in a diplomatic note of 14 February 1980 and asked for the map to be corrected. The dispute was not resolved and the case was brought to the ICJ for arbitration.Now for the legal explanation in simple language.Although Pedra Branca had originally been under the jurisdiction of the Sultanate of Johor, the Sultanate allowed the entity governing Singapore to build the lighthouse, manage/operate it exclusively through the years. The Sultanate also confirmed through various letters that the Sultanate of Johor did not claim ownership of Pedra Branca (see point 4 above).There is a principle of estoppel in equity law which states that if you allow someone else to take possession and exclusively manage your territory, you are estopped from enforcing your claim later on. If Malaysia had registered her disagreement (even though Malaysia could not enforce her claim when the East India Company was in charge of Singapore), then Malaysia’s claim would have had merit. But the fact that Malaysia had done no such thing through the years, and also confirmed in her correspondence with Singapore that she accepted Singapore jurisdiction over Pedra Branca. It would now be hard to see any merit in Malaysia’s modern claims.In international law, the only undisputable claim to territory is the exclusive management and operations test. If your country can show an unbroken line of exclusively managing and operating a territory without any claim from others during that time, any action brought under international law later would still give you jurisdiction.Edit: any decision by the ICJ has a ten year period by which any of the claimants can reopen the case if new evidence is found. Malaysia has recently asked to reopen the case with the ICJ pursuant to this. This tool is so simple! I love the way it can be understood by anyone, regardless of their level of familiarity with design tools. The fact that I can do so many things to a PDF file without having to pull up a design software is priceless.
