This is the account written by a daughter of IRSE officer.My sister and I were born in Railway hospitals. That's what most Railway men's children were wont to do. They also lived in Railway colonies — a gated community of bungalows and flats surrounded by greenery, often along with a pool, tennis courts and a club house that doubled up as venue for birthday parties and weddings — in the nicer part of town.Compared to colonies of the other central services which depend on the meagre resources of the PWD, these areas were far better maintained. There always seemed to be ample manpower available — gardeners, plumbers, electricians, cooks. Railway officers can be transferred anywhere across 16 geographic divisions.So families were used to being uprooted frequently, making new friends and serendipititously finding old ones. Boarding schools such as the 125-year-old Oak Grove at Jharipani, near Mussoorie, run by Northern Railway, ensured that education was not disrupted.Like the army, it was a closed world. One of my earliest memories is that of my mother listening anxiously for news of casualties on the radio at night during the 1971 war. Like many Railway officers, my father had been sent to the border to ensure there was no disruption to trains carrying food, fuel, and provisions for the army. And there wasn't.The Other Side of the CoinMy civil engineer father designed and built railway lines and bridges or was in 'construction' to use Railway parlance. Since they were literally at the front line of expansion and maintenance, officers in construction presumably had a tougher life.Long hours in the sun inspecting construction sites, 'tracking' every inch of a new line by travelling over them in a curious vehicle pushed by khalasis, rushing to accident sites in the middle of the night, and stationed for days in areas affected by floods in summer and fog in winter.At a time when few homes had a personal telephone line, the Railways had wired up its people and offices with its own network. So, all officers could be contacted urgently. My father always kept a small briefcase packed and ready for emergency travel.Railway families tend to be organised and efficient travellers. Luckily, the perks went a long way towards easing the pain. Officers in construction had a jeep and a driver, a bungalow peon whose job was akin to the orderly in the army, and enough manpower at hand to make life bearable when the going was tough. Even small (then mofussil) towns like Moradabad and Panipat had a junior engineer posted there.And the family lived in style — large and well-appointed bungalows, with manicured lawns, jeep, driver, cook and peon galore. The wives tended to be superb hostesses, and welcomed occasional visitors — official and familial — with equal warmth. They also knew the best shops in town. Senior officers used 'saloon' cars or a Railway coach fitted out as a home on wheels.A few air-conditioned saloon cars were kept exclusively for general managers of zonal Railways and members of the Railway Board. Divisional Railway Managers had exclusive use of a non-AC saloon. Other senior officers usually had to share at the divisional level. The saloons of my childhood usually had two well-appointed bedrooms, a spacious drawing-cum-dining area, bathrooms, a pantry with white bone china crockery, a kitchen with fridge and sleepers for the peon and coach attendant.Some saloons had an inspection room in the rear, with large windows on three sides to give a clear view of the track. Narrow gauge saloons were truly doll's houselike in their appeal. We boarded the saloon at New Delhi station's State Entry Road, had dinner and slept. All meals were cooked on board. At our destination, the saloon would be neatly parked at a special platform. So there was never any rush to get off on arrival. The saloon was a home away from home, an office and meeting room for my father.In summers, saloons would become burning hot as the metal heated up. Khus-lined coolers would try to keep at least the nights bearable. But long winter journeys were a delight. We always looked forward to summer holidays and the October break. With six family passes in a year, there was always some enticing destination beckoning us. Railways allowed us to travel the length and breadth of the country, to enjoy the journey travelling first class as much as the destination.The Vacations & the Spring FestivalTrains were frequently late, the water was from the shuddering, rusty platform cooler, and the food was basic aloo-puri from a Railway stall but we were never allowed to crib. Railway men like my father expected their kids to be tough. We spent hours in Railway retiring rooms, though I never remember seeing my father there. He always used the time for a quick review with the station master or catching up with local officers. His most infuriating habit was to board the train almost as it was pulling out of the station, while we went frantic. Somehow, Railway men can never seem to share the anxiety that green signals and engine whistles evoke in the rest of us.In most cities, the officers' guest house was always within sight of the main station. In Shimla, the guest house is on the first floor of the station, a lovely log wood building. In hill stations with no railways, such as Mussoorie, Palampur and Nainital, the guest houses were often of British vintage. Awesome views were guaranteed.Spring brought with it the annual mela organised by the Railways Women's Welfare Organisation at Baroda House, the Northern Railway headquarters. It was a great opportunity to reunite with old friends amidst gleaming lawns and chrysanthemums in brilliant colours. Not unexpectedly, quite early in our lives we had figured jargon like points and switches, dual gauge lines, sidings, rolling stock, loose shunting, vestibules, etc.My father believed that the ability to use the Railway timetable, read passenger reservation charts and tie the ubiquitous hold-all were basic survival skills. He could be quite impatient if we mistook a train going up for down. We became trainspotters much before we realised there was such a word. Medical care was meted out through Railway hospitals that were better staffed, cleaner and less fraught than general hospitals. Since the senior doctors were part of the same social circle, Railway kids rarely kicked up a fuss about medical matters. We knew our way around the place.Despite all this, things weren't always easy. Frequent travel meant that we didn't see my father for several days in a month. The absence was compounded by transfers and training stints at the Railway Staff College, Vadodara. The Vietnam War, the factions as well as the US Army itself will be so drastically different that the war, the outcome and even whether it will progress at all will be borderline impossible to guess.I. The Vietnam War made the US better at warfareMany lessons were learned during the Vietnam War, some more bitterly learned than others. Lets start with the lessons from air combat. The TOPGUN program, for example, was formed after planes that were supposed to be superior like the F-4 get destroyed by older MiG-17s. It taught the brass at the time that scramming technology on a jet isn't enough to win a dogfight, and that maneuverability as well as air tactics are still of paramount importance. The ripple effect of the air exchanges in the Vietnam War led many choices that came to define the US Air Force of today, such as the choice of the YF-22 instead of the YF-23, with the YF-22 - now known as the F-22 Raptor - chosen due to superior maneuverability despite its weaker stealth and speed. Another lesson, also very closely related, is that older, cheaper or even unconventional planes can actually do the job better than top-of-the-line expensive ones, if fielded correctly and upgraded for the job. The AC-130 "Spectre" is one such example - almost replacing the role of helicopters and being far less expensive (and able to carry far more munitions) than close-attack jets, the Spectre gunships were absolutely devastating to NVA ground troops both day and night. In fact, a much better use for the Phantoms were actually to accompany these hulking flying gunboats and ensure the safety of the Spectre, instead of getting picked off by AAA and crafty NVA MiGs. Ground lessons were even more numerous - from how rifles should be more resistant to the element (the AK, though slower, outclass the M16 often times due to sheer resilience) to how the SEALs were formed. That's right - while the US forces had always had specialised troops, not until the Vietnam War did the brass realised they need counter-measures against unconventional and guerrilla warfare - thus the official SEALs were formed in 1962.Without the Vietnam War, chances are the US wouldn't have needed all that - Iraq and Afghanistan weren't exactly dangerous air-to-air combattant, for example.II. The Vietnam War made the US better at the mediaNowadays, when you talk about wars in America, it's "thank you for your service" half the time. The media is much better controlled, there were no pictures or videos of bombings and napalms or the common innocent people. Back during the Vietnam War, there were genuine reporters doing honest journalism in every nook and cranny. Nowadays, it's either "embedded journalists" who paint the picture the brass needs, or the limitation of contact between honest journalists and the other side - ensuring the image of the war being molded as closely to the need of the empire as possible (despite all those advances in technology and media.)Back then, the war was lost because the American people were sick and tired of lies, and even the troop realised they are fighting to prop up a puppet regime that was extremely unpopular to its own people (the corrupt South Vietnam government was hated by its own citizens.) Nowadays, even though people have a sense still that wars like these are not quite right, the sentiment could no longer be as strong as it was, and thus no changes are made.Without the Vietnam Wars, the people might still have eyes and ears to protest, especially with the advent of the internet and social media - and to stop the war.II. The US did lose, but the present is not that far from what the US would have wantedThere was no "communist propagation throughout Asia" or something along those lines. In fact, after turning communist for a mere 15 years, Vietnam opened its market to the world, and 19 years after the war, President Bill Clinton even made a warmly welcomed visit. As of right now, the percentage of Vietnamese who believe in the values of a free market is even higher than that in America!The friction between Vietnam and China happened a mere 5 years after the Vietnam War ended, and persist to today, while the standing of the US is getting better by the day. With the TPP coming and Obama's visit at the end of May, I don't see how it could sour anytime soon by actions of Vietnam or the US.Hell, I'm typing this in English, not Mandarin or Russian.Had the US started the war now, after Vietnam actually gone communist and back, they would be attacking a country that actually chose communism then opted for free market. Basically attacking a capitalist market country - what's the point in that? The US won, Vietnam went communist then turn free market. Pretty sure it would happen the same way if the US waited until now - Vietnam went communist faster because there was no war, then went free market earlier also because there was no war. Think China, but with less people and no warmongering. And better food. Sorry China.III. The international community would be madBy 2016, many people around the world would have visited Vietnam, or heard about it at least once or twice. Since there was no war, Vietnam thrived a good decade or more earlier in the same vein as China, and there was no systematic destruction all over the country post-war. If you knew about Vietnamese tourism now, imagine how it would have been like had the war not happened.If the US made some weird reason about ships being fired at in the bay in 2016, there will be satellite footage at the very least, and before anyone get crazy the international community will be involved to see what's going on. Since there's no dictatorship, it's likely that Vietnam will readily open its borders to international inspection team against any WMD allegation. Vietnam doesn't even have that much nuclear potential.If the US wage war to a much more affluent Vietnam in the digital age with less than solid reasons - and I don't see any that could be, seeing that there's no communism or WMD or chemical weapons - the US would lose a lot of soft power. Warmongering stats in Civilisation V, basically.IV. Vietnam is much, much stronger now compare to the 60sWhile the mainstay of the US remain largely the same (except for maybe bigger nukes), Vietnam changed a lot.The US still field Nimitz-class carriers as their main aircraft carriers, and the Gerald Ford class is just out recently. Meanwhile, the difference between the 60s and present day is that Vietnam have submarines and actual supercruising fighters now - and had Vietnam skipped the decade of war with the Americans, due to the constant pressure from China we would be having even better armaments.And since we're still weaker than the US face-to-face, we'd still use guerrilla tactics. So basically guerrilla all the same, but with high(er) tech. Boop, pop up a sub. Boop, pop up a Galil. Boop, here's S-300 instead of SA-2 and AA guns.During the war, over 90% of the Vietnamese populace couldn't read. Now most of us could, and a large percentage even finish middle or high school. That alone is an advantage already!The war would end quickly, embarrassingly, due the American people opposing it and the international community outcry. Vietnam of 2016 is a very different country to invade (we have submarines and Su-30s damn it, it's not like punji sticks on the ground and old MiGs in the sky), and a very open friendly one instead of the scary communist one. A war is not very clever, and even if the US does force it, it will end.

There are so many policy decisions which increased revenue for govt and improved lives of people and eased the process of administration like hydro exploration policy, mental health care act and countless no of schemes like smart cities, digit India, skill India,sagramala, bharatmala, make in india etc but I did not wrote about all of them , as it will need a book ,I wrote only about changes that directly helped people still missed so many.take your time and read them patiently.WHAT HAPPENED IN LAST 5 YEARS BECAUSE OF CHOWKIDAR PM• everyone used to see middle class income groups as vote banks no one never thought about them, first time bjp government thought about them ,firstly it reduced the taxation slab between 2.5 lakh - 5 lakh from 10% to 5% and now in 2019 budget completely rebated the tax to them in this slab, even if we see ,it increased standard deduction on taxable income from 40,000 to 50,000 and it even increased tax allowance on house loans, education loans , and other things also if we include all the other allowance one individual is able to save huge amount of money.• Aam aadmi bima yojana where govt itself pays complete premium and if person belonging to Bpl and marginal income family dies government gives 50-75k for children education based on natural/ accidental ,no one ever thought of it, if family head dies children is used to suffer financially for education. free accidental insurance to jhan dhan accounts of 1 lakh rupees was also started by modi government so that poor if anyone dies it helps family for their survival., apart from it we have pm jeevan jyoti bhima yojana. ,pm suraksha bhim yojana for above BPL and BPL where premium is very less like 12 for PMSBY and 2 lakhs accident insurance for 1 YEAR IS provided which includes death and PMJJB where 2 lakhs death insurance for 1 year which includes all kinds of death. if u include all these death insurances one family may get around 4-5 lakhs based on death this may seem small amount but this amount saves whole family from distress and gives constant income to them if saved the amount in bank.• before modi govt urea is not available to farmers ,but it is available because of neem coated urea and DBT scheme where neem coated urea can not be used in industry, this blocked channeling of urea to industry and by DBT a seller will be given subsidy amount only after he made sale to farmers through POS machine only and he has to take all the kisan credit card number , aadhar card and other things and govt verify quota limit of the farmer and release the subsidy amount to seller through these urea is not abled to channeled to Nepal/ Bangladesh farming community.ujjwala yojana on women empowerment• it reduced significant cases of chronic diseases like astma among women and children, it reduced stress on them as co2 inhaled causes headache, nausea among children/ women.• it gave free time to women before that they used to collect firewood or used to make dung cakes, now they can involve in other economic and social activities.• women used to go to forests are nearby areas to collect them often faces risk of snakes,insects and some times security risks also same problem they used to face before swatch bharat tiolet construction.• it increased the forest covers that the people around the areas can breathe pure air.• more than 6 crores lpg are given under this scheme and refilling capacity almost 80-90% under this scheme.• before mudra ,if people need to get loans without collateral it is impossible, they used to take loan from money lenders and start business and many r pushed to debt because of high interest rate but after modi MUDRA yojana many women, petty shop owners ,drivers etc availed loan and started their own business without debt trap and created a livelihood for them•swatch bharat on women and disease burdenswatch bharat not only uphold the self respect of women,it had saved thousands of lives of children from diarrhea, typhoid and other diseases as per World Bank every year 1.5 lakh people will be saved, before swatch bharat many women used to face harassment as they can not defecate in day light, if they r having any diarrhea it is literally hell to them, many used to go out in dark to defecate many times they have to face harassment, wild animals threat ,same kind of problems used to be faced by some of the men.• everyone say modi is pro capitalists ,let me clear he is not pro capitalist, he is for ease of doing business and healthy competition ,if modi has not created it we would not have got quality services for cheaper rates for example take data rates they used to be 1 gb for 200 rupees and no need to say about call rates/ sms rates but now we have cheapest data in the world , in us 1 gb is around 12$, and in uk 7$ etc. you can see the change in price reduction in many goods.• before modi government the rate of higher education loan was used to be very high ,the rate of higher education loan dropped from 14.75- 10.88% which through one may save around 1 lakh on 10 lakh loan where the loan has repayment period of 60 months, if the student is BPL or minority, sc/st. he may get it at very less interest based on different schemes for the different category students.•Created Assam NRC after this many years and tried to solve the illegal migration problem through NRC, exchange of Bangladeshi and Indian enclaves , and complete border fencing between india and bangladesh, congress allowed illegal migration as per mha report there are nearly 5 crore Bangladeshi illegal immigrants in india involved in drug trafficking, child trafficking, anti national activities. government started sending rohingyas one bye one as they were dispersed from Kashmir to kerala because of congress government which allowed them to infiltrate. atleast government tried to check rohingyas so that they won't become another illegal Bangladeshi migrants issue.before aayushman bharat program if a poor has to take treatment ,he has to take loan ,even though medical facility is free, because of lack of proper facilities in government hospitals and lack of government hospitals in near by areas , even if available there will be huge crowd and even if he avails treatment ,he used to spend around 60% from his pocket for various medicines/ tests/ equipment's and if the poor faces any dreadful diseases like cancer, AIDS, TB, diabetes he will be completely moved into poverty and chances of his survival are also less and the whole family pushed into debt for his treatment, but after 5 lakh free health insurance to family where they can avail treatment in any private hospitals also and capping of all life saving drugs,equipments like(reduction of cost of cromium cobalt Knee implant from 1.58-2.5 lakh to 54,720 and high flex implant from Rs181728 to 56490 (69%), 85% reduction in cardiac stent price to Rs 28000) ,generic medicines promotion, availability of generic medicines through jan aayushadi kendras,500-1000 nutritional support to people suffering from TB etc the poor can avail treatment on par with rich in private hospitals without debt trap.first time to stop insurgency problem government started OPERATION ALL OUT program in Kashmir to kill terrorists, 100s of terrorist were killed and valley is almost freed from militancy now, even surgical strikes in Myanmar and coordinated attacks with Myanmar army almost eliminated majority of NOrth east insurgency groups ,the only government who don't think about vote bank politics and shows no mercy to terrorists.SAMADAAN doctrine and govt steps helped in reducing maoist related deaths by 34% from 2013, and 44 districts are freed from clutches of Maoists ,now the people in this villages no longer can pay taxes to Maoist and no longer can fear death threats and loot of Maoist, even children who used to trained by Maoists can now go to schools and women who used to get abused can walk freely.3000 rupees pensionmany elder people who used to work in unorganized sector does not have constant source of income after they become old ,only oldage pension is their source which varies from state to state( 500- 2000) which is not at all sufficient for their basic needs , but modi govt created new scheme so that poor people can pay just 55-110 rupees per month and based on their age of joining and they will be given fixed 3000 pension after 60 years ,earlier atal pension yojana was their but it has age bracket of 18-40 and premium from 42-210 and pension varies from 1000-5000.• farm loan waiver which is used to happen regularly is putting greater pressure on govt resources and fiscal deficit is increasing but on reality the farmers economic status in not changing ,even privates are moving out of business because of high interest rate, the main reason is farmers earn only around 8900 per month of this 8900, 3100 is from agriculture and many farmers are tenants and many took loan from non official sources so they are not getting benefited so government started 6000 farmer input so that they won't go into debt and it helps people who are not having opportunities to take loan from official sources ,with price deficiency payment scheme government decided to pay the difference between MSP and mandis paying them directly to farmers through DBT with these MSP will reach everyone.• before 2014 many habitats don't have electricity connection, many villages even if connected they don't have household connection , even if households are connected they usually don't have continuous power supply for not more than 12 hrs maximum in many parts of the country, but now almost 100% villages are connected ,16 states have complete household connections, 6 states receive 24 power supply, a very few states receive less than 12 hrs power supply, from power deficit we became power surplus and 3rd.electricity generation country in the world, now there is no need for a child to study under lamp light , and there is no need for farmer to wait until night to on motor, even the cost of led bulb, led tube light , fan reduced drastically under the ujala scheme so that now less power is consumed with more efficiency and power bill also gets drastically reduced for poor, helps environment also with less co2 and Uday scheme with smart metering's helped in reducing power thefts, which made profits to discoms which are running in losses.boost in economyindia moved from Fragile five to Fastest growing economy ,11th largest to 5th largest economy Share of world GDP from 2.43% in 2014 to 3.08% in 2018,Average GDP 7.3% against 6.7% in previous regime,Forex reserves from 300 bn USD in 2014 to 420 bn USD in 2018,Doubling of FDI inflow from 36 bn USD in 2014 to 66 billion USD in 2018,Inflation less than 2.3 % (Nov 18) against 10.1% in 2014,Growth of sensex from 24,121.74 in 2014 to 36,395.03 on 12 Feb 19 (50.88%).fiscal deficit which is highest at 6.6%(09-10) has reduced to 3.4 % ( 18-19), revwnue deficit which is highest at 5.3 (09-10) reduced to 2.2%( 18-19) ,average fiscal deficit and revenue deficit between 2009-2014 is 5.36, 4% respectively modi govt got it down to 3.4, 2.2% respectively. Per capita income increased from Rs 86,647 in 2014 to Rs 1,25,397 and this increased income removed crores of people out of poverty and now India is no longer home for largest no of poor people.with rise in percapita usually inflation increases and price of goods increases but infarct with GST and government taxation policy goods cost has reduced a lot, one can save around 500-1000 rupees now on groceries of a family for a month after GST. Simple visible example is check the service tax in restaurants before 18% now 5%. Almost people 130 rupees which they used to pay as tax before for 1000 rupees bill.• people used loop holes in double taxation agreement and used to evade taxes by sending money to Mauritius through hawala and from Mauritius they used to invest in India and evade taxes as they used to pay less tax around 5% in marutius and we have agreement not to tax twice in India and Manutius, similarly companies used to create subsidary companies and used to invest through them in india, they also used to transfer profits from Indian company to marutius subsidiary company for example they will sell shares / goods to marutius company @100 rupees and from marutius company they used to sell to customers @ crores and used to evade taxes, government made changes in the law and made companies that they have to pay 25% to india, and 5% tax to Manutius.•• complete revamp of railway station facilities like ramp facility, escalator facilities, wi-fi facilities, and achieved 100% electrification of railways ,by eliminating manual crossings and by electrification there is reduction of 80% rail accidents. And platforms became disabled friendly 2300 km of rail tracks constructed, rail track construction speed increased from 4.1 km/day in 2014 to 6.53 km/day in 2018• before 2014 many habitats were not connected through any means of transport ,people living in those areas like farmers, tribals used to face huge problem to transport their crops ,forest products , they even not able to come to hospitals frequently if they fallen ill because of no connectivity, no net facilities are also not available but now through PMGSY ,1.46 lakh habitats were connected with the help of 73,000 kms of road laid in rural areas, Rural road connectivity increased from 55- 91%, even villages are now connected by common services centres,Common service centers up from 84k to 3 Lakh during last 5 years ,so that now people r using them for various purpose like to get legal advice from lawyers to internet facilities, even government started educating adults in digital literacy per person from family, already 2.92 lakh km of optical fiber were laid this helped in connecting gram panchayats from 0.02% to 50% once it gets completed they can have world information in their hands no need to go to common centers also.• if there is anything that boosted in recent 5 years is infrastructure , the complete infrastructure of india changed like anything , with the jumping of Highway construction rate from 12 km/day in 2014 to 27 km/day today the transport of goods became so easy and with GST even inter state transport of goods picked up, projects like National waterway reduced the cost per ton per km of transport to 1 rupee, eastern and western dedicated freight corridors connected industry with raw materials , goods with marketsome of the infrastructure projects areKatra rail line work completed after 16 years,Dhola Sadiya bridge work completed after 16 years which is largest railway bridge in India, this connects north east people who r left by successive governments, Sardar Sarovar Dam work completed after 15 years which is 2nd largest gravity dam in india which provides water to drought effected gujarat and rajasthan, madhya pradesh, maharashtra areas ,it will completely changes their life , Pakyong airport completed after 10 years which is the first green field airport in north east,first airport in sikkim,Chenani Nashri Tunnel longest tunnel in india after 10 years which reduced time in mobilizing troops in kashmir and helped people by reducing their time travel between jammu and srinagar by two hours. Kollam bypass after 43 years,Bansagar canal project on son river built after 40 years helps up, bihar Mp farmers in boosting crop growth, Bogibeel bridge after 23 years( which is largest rail cum road bridege) ,this connects assam to arunachal pradesh, western and eastern peripheral expressways helped in reducing traffic problem, congestion in delhi and saved huge time for people,Delhi Meerut Expressway completed,delhi mumbai expressway is under construction,Ganga Expressway project (world's longest underway project ),Metros in Ahmedabad, Nagpur, Jaipur, Lucknow, Washermenpet36 new airports were built in 5 years ,in last 67 years only 65 airports were built, and with UDAAN project airfare cost has reduced and is in par with AC 2 tier / 1 tier costs and airwaysusage among public boosted because of it. before UDAN people used to feel aircraft is only for elite people now common middle class man able to access it.modi govt completely changed the fate of education system first removed the no detention policy and left it to states to conduct exam after 5th ,no detention policy is the main reason for poor learning outcomes more than 30% class 8 students are not able solve basic math problem because of promotion of class without knowledge, he revamped the education through digital school program where digital class will be their from 9th class, online free courses, online free e library where all books pdf are available for free, ncert books are available for free on online, e paatashala courses ,online courses for teachers and students to learn self,institute of eminence for 6 public and 6 private universities to improve our university rank at world level, created prime minister fellowship programme where 75,000/ month will be given phd students this to stop brain drain and help scientific brains financially.pradhan mantri vidhya lakshmi portal where through students can avail education loan without going through hectic procedure of going to banks. 6 new IITs were created and doubled IIT seats ,previous governments are able to build only 16 IITS in 57 years,6 new IIMs were created against 13 by previous governments, it doubled the no of IIITs,12 new AIIMS were established against 7 by previous governments , educational infrastructure and digital infrastructure created by govt shows its education prioritysome of the achievements of india under
