Thus there is currently no road map for AI strategic Development in the US even though she is the leader in AI but not for long for want of a strategy.Countries outside the US who are more aware of AI’s potential are Russia, Canada and UAE. Even the UAE saw the importance and established a new portfolio for a Minister of AI in 2017. Given the investment by the state and its tenacity, China however will emerge as the leader in AI in the next decade.In 1978, China’s Deng Xiaopeng started it on its journey to reform and transform from a closed agricultural economy to an international industrial powerhouse - from cheap labour climbing up the learning curve by transfer and imitation of technologies. In 2006, in the National Medium and Long Term Plan for the development of Science and Technology, notice was given that China would become an innovative nation.The ‘Made in China’ by 2025 was the broad policy brush which strategized that China was not to become a leading industrial power producing imitation and cheap mass produced goods. Military aspects (eg AI equipped guns, stealth camouflage, kinetic energy rail guns, high power lasers and radars capable of detecting stealth fighters etc) of more use to the PLA were spin offs and cherry picked from civil or joint research efforts with civilian contractors/local universities.
