How much would it cost to privately own and operate a MiG-21?

It costs both more and less than you’d guess. I know because within the last 12 months I’ve both shopped for a MiG-21UTI (trainer) and obtained a Letter of Authorization (LoA) to legally fly one in the USA. The San Diego Air & Space Museum had their fully airworthy MiG-21 for sale last year for $69,000, which is probably the low end and a great deal. There’s an airworthy single-seater for sale right now in Nevada for $150,000 that has been used in training exercises with the USAF. Even bringing-in a MiG-21 from overseas and making it flightworthy shouldn’t cost more than $200,000. Generally MiG-21s are cheaper than L-39s — the trainer most people fly before they get to the MiG-21 — because the MiG-21 costs so much to operate. Getting the LoA took 10 hours in an L-29 ($1400/hr), 10 hours in an L-39 ($1700/hr.), and five hours in the MiG-21, itself ($4500/hr.). Do the math and that’s $53,000 before your first solo takeoff. Insurance is not easy to get and even then it will only be liability. If you operate your MiG-21 for 25 hours per year, which is typical of hobbyist aircraft, budget $150,000 for everything. If you operate it for the 75 hours per year it takes to really remain comfortable in it, then budget $350,000–400,000 per year.

With the MD, and a clean record, you can ALWAYS get a job. A good job.

Legally you need a Visa. Yes, you can just drive across the border and no one will challenge you unless you are pulled into secondary and you admit you are living in Tijuana. The problem with not having a Visa to legally reside in Mexico is that you have no legal standing. You cannot open a bank account or sign a contract. Yes, some people will let you sign a contract but it has no legal effect. This puts you in the position that if you have a problem with a landlord, you have no legal recourse. If you are the victim of a crime such as a burglary, you are not a legal resident. You cannot work or be involved in any for profit activity.It is not difficult to obtain legal standing. You can obtain an FMM at the border which is good for 6 months, but this is not for multiple entries and can be a problem if any of the above occurs. You can obtain a temporary resident visa at a Mexican consulate in the US. This will give you full legal protection and the ability to enter into contracts and have the full protection of the law. If you do not plan on working in Mexico, you can obtain a Visa by going to a Mexican consulate at 9:00 am with your passport and 3 months bank statements showing a minimum of $1500.00 USD in deposits every month. If you have a rental contract already, take that with you also. They will place a Visa in your US passport and then when you arrive in Mexico, you go to immigration and they will take your picture, fingerprints and give you a credential which is your identification in Mexico. You can also ask for a permanent resident visa if you are planning on immigrating permanently to Mexico. There are slightly more requirements for that Visa. If you live for 5 years with a permanent resident Visa, speak Spanish, and have not had any legal problems, you can request a Letter of Naturalization and become a citizen. You can maintain dual US and Mexican citizenship. If you want to work in Mexico for an employer or set up a business, that requires a different process. If you have a job offer in Mexico, you take a letter of offer to the Mexican consulate and request a Visa to work in Mexico. You will also be required to register with the tax authorities (SAT) and your employer must enroll you in Social Security which is Mexico’s health insurance program - yes, all employees are enrolled in Social Security and have health care for themselves and their families paid by the employer. If you want to set up a business, the easiest way is to set up a corporation and then invite yourself with a letter of offer to work which you take to the Mexican consulate. Your company is a Mexican entity (persona moral) that can own property and carry out any legal activity. I strongly advise you not to reside in Mexico without a Visa - I have seen many foreigners with big problems that have been taken advantage of with no legal recourse. The Visa process is not difficult and you will be granted one if you follow the rules. I have helped many foreigners set up their businesses in Mexico or buy property here.
