I’m guessing the latter.In the US, a “green card” is any of several different documents that serve as evidence of admission as a lawful permanent resident. The reason why these documents are called “green cards” is that the best-known version of these documents, the I-151 Alien Registration Receipt introduced in 1950, was printed on green cardstock, leading to these cards being known as “green cards”. However, problems with counterfeiting led INS to change the color of the cards, in 1964, to first pale blue and then a darker blue. In 1977, INS introduced a redesigned document, the I-551 Permanent Resident Card, which was printed originally on a pink background. The “green card” didn’t become green again until 1998, and has been green (or at least mostly green) ever since. The current I-551 form has a green and white background.The so-called “white card” is the paper form of the I-94 Record of Entry formerly issued to non-immigrant visitors. These documents were issued at the point of entry to individuals who had been admitted to the United States as temporary visitors; they served essentially as a “presence permit” and were supposed to be returned on exit. Starting in 2013, the US began a process of phasing out the issuance of paper I-94s to non-immigrant visitors, in favor of an electronic I-94 Record of Entry stored in a CBP computer. This process has been in process for several years now and is still today not absolutely complete, and so there are still a few rare circumstances in which a I-94 will be issued in paper form. But such situations are now exceedingly rare, and thus it is unlikely that anyone will see an actual physical I-94 today.
