PDF Editor FAQ

What do police do if they're faced with a larger scale of criminal activity than they can handle?

Funny thing about cops, they can call more cops. Just using my corner of the world…if Pittsburgh Police finds themselves in an unfolding incident that is rather large they call in off duty officers, then they can call University of Pittsburgh Police, Carnegie Mellon Police, Pittsburgh Schools Police, Port Authority Police, Allegheny County Police, Allegheny Housing Authority Police, CSX and Norfolk Southern both have police forces, Postal Authority Police and Allegheny County Sheriff. If the incident still requires additional resources the State Police, FBI, DEA are available in short order. In addition all of the surrounding municipalities have police forces that can send an officer or two. If that still isn’t enough police for the problem they just start using out of county resources and the list of resources just change their name to Washington County, Beaver County, Butler County and Westmoreland County. If your talking about an investigation that exceeds local resources they just start asking for State and Federal assistance. They will form a task force with a large budget and start doing what they are supposed to do.A few years ago a neighbor held his girlfriend hostage at gun point. The local police asked for state assistance and resources poured in from about 120 miles away.

What American cities are most like Europe?

Pittsburgh gets my vote.Architecturally, it’s an incredible amalgam of styles. On the North Side — the “Mexican War Streets” — you feel like you’re literally between Boston and New Orleans, a mix of “East Coast” style with river-town influence, houses that feel half-Philadephian/half-Southern.But on the South Side, especially, sometimes you blink and feel like you’ve stepped into Central Europe. After all, that part of Pittsburgh was heavily settled by Germans, Poles and Ukrainians. The city has some really impressive old Polish churches — sadly, most were shut down when the city tanked in the 1980s (due to the steel industry mostly pulling out). Lots of parishes were shuttered and consolidated: an atheist’s dream, but not an architecture lover’s.Pittsburgh is one of the only cities in America where the sight of an onion dome isn’t all that unusual. Tens of thousands of Russians and Ukrainians came here to work in the steel mills. Here’s one church out in McKee’s Rocks, just downriver from “The Point” of downtown Pittsburgh where the first Europeans (the French) built Fort Duquesne 300 years ago. When I snapped this picture on a winter morning, I quipped on Facebook: “The Russians are coming. I can see Russia from my car window. Now I feel like Sarah Palin.”Go to the Cathedral of Learning (a massive office tower at the University of Pittsburgh) and check out the incredible “Nationality Rooms.” These are actually classrooms designed, starting in 1926, to highlight the contributions of immigrants to America — to Pittsburgh in particular. All of them are active classrooms. The coolest ever.Behold, the Ukrainian Room:The Austrian Room (complete with the old Hapsburg family motto: “Let others make war. You, happy Austria, marry!”)The Scottish Room (with a painting of Robert Burns over the fireplace):The Welsh Room:The Swedish Room:The Lithuanian Room (with a Lithuanian creation myth, I think, painted on the wall and folksy wooden chairs):While the interior of the Cathedral of Learning is European Gothic……the exterior is distinctively American. Gothic meets Gotham:In the Czech Room, you can see a bust of Tomáš Masaryk, first President of Czechslovakia. What few people know is that Czechoslovakia was actually founded in Pittsburgh, not in Prague or Bratislava. As the Hapsburg Empire fell apart in 1918 at the end of World War I, Czech and Slovak nationalists met at the Loyal Order of Moose Building on Penn Avenue downtown to sign the Pittsburgh Agreement — one of the founding documents of independent Czechoslovakia. How The Country Of Czechoslovakia Was Created In Downtown Pittsburgh (NPR)Allegheny County actually has the highest percentage of Americans of Slovak heritage of any county in the United States. Native son Andy Warhol came from a Ruthenian family who’d immigrated from the Carpathian Mountains in eastern Slovakia. His father came to Pittsburgh in 1914. Warhol grew up attending St. John Chrysostom Byzantine Catholic Church — built by Ruthenians — and it’s said that the church’s beautiful iconography helped inspire his interest in painting:Croatia also left its legacy here. One of the city’s most interesting churches is St. Nicholas Croatian Catholic Church in the Millvale neighborhood across the Allegheny from Lawrenceville. A hundred years ago, this was a mostly Croatian neighborhood.Maxo Vanka, a painter reputed to have been the bastard child of Hapsburg nobility (but raised by Croatian peasants) came here from Zagreb in the 1930s to decorate the interior of the church (which is hideous on the outside, but breathtaking once you walk inside). Vanka’s murals depict not just Biblical scenes but themes related to the American labor movement and Croatia’s descent into Fascism under the Ustaša. They’re paintings of steel strikes, a “gas mask nun,” the slaughterhouse of Europe’s battlefields, the Virgin Mary and Jesus getting bayoneted by what looks like an American doughboy… Vanka’s anti-war murals were finished in the early 1940s, not long after he saw a ghost in this church, reputed to be a former Croatian pastor. The church is probably going to close soon, but Vanka’s murals were recently restored. (Pittsburgh’s air used to be so dirty, most of these murals were covered in grime and parishioners had no idea that some of them were even there until restoration.) Last winter, I attended a Croatian-language Christmas Eve mass here. Live musical accompaniment with balalaikas and Croatian hymns.Pittsburgh’s location where the Allegheny and Monongahela meet to form the Ohio in an impressive valley make it feel like this should be “America’s Rhine” — except the area is pretty industrial, forlorn in a lot of places, and used to be so dirty, you couldn’t see the sun at noon. That said, don’t forget that the Rhine Valley isn’t all pretty vistas from Heidelberg hilltops. There’s some seedy industrial areas over there, too. And since the steel industry collapsed, Pittsburgh’s air quality has actually improved enormously. The city isn’t actually very old. Though the French built Fort Duquesne out here in the wilderness in the 1700s, and the British built Fort Pitt on the same site, as a city Pittsburgh didn’t really take off until the 1820s, when it served as the staging ground for settling the Midwest. While most of the city was actually built around 1900, it has this strange aura of age and alluring decay that remind me of parts of Europe. It’s nothing like California’s cities, most of which by comparison seem almost devoid of history, where most things are new, and where most people don’t have memories of any generation before their grandparents.Lots of American cities have ethnic neighborhoods, but Pittsburgh still has recognizably ethnic European neighborhoods. Bloomfield is heavily Italian. Millvale has a Croatian history. Lawrenceville was Irish. Squirrel Hil is still strongly Jewish (it was also, literally, Mr. Rogers’ neighborhood.) Greenfield is heavily Ukrainian and Slovak. There’s a place called Polish Hill that’s popular with the city’s biker punks. I once walked around a street corner in Polish Hill, right into a group of about 100 punks tattooed from their eyelids to their toes. For a second, I thought “This is the end. This is where I die.” But like most people in Pittsburgh, they were pretty friendly and awesome.By the way, because of Pittsburgh’s unique (actually kind of bizarre) topography — the city is crammed into the hills — it’s the one city in America that reminds me of Valparaiso, Chile. Pittsburgh and Valparaiso are relics of another time. The way they’re lain out in the hills is pretty similar. Both cities have funiculars (cable cars) and the street art scene here is wild. I actually visited Valparaiso a couple months before I moved to Pittsburgh. They’re way more similar than you’d expect.Even Pittsburgh’s most eccentric architecture wouldn’t be out of place at all in Pablo Neruda’s town:Like Valparaiso, Pittsburgh has forbiddingly steep streets. Canton Avenue is actually the steepest street in the world: a 37% grade. Some Pittsburgh streets are just downright scary — not because of violence, it’s just the grade. The topography is a blessing, in a way, but one interesting feature of the core of Pittsburgh is how few big shopping areas, strip malls, and oversize parking lots you’ll find here. That, too, gives the city a more “European” feel, because it’s not littered with Walmarts and Best Buys. (Those do exist in greater Pittsburgh, but you pretty much have to go out to Homestead, Cranberry Township, and the suburbs to find them. Even out there, it’s bizarre and a little hair-raising to drive into a mall in a mountain range.)In a way, Pittsburgh’s “core” is like a European hilltop town. The density of the built landscape makes it feel almost medieval: doubly incredible to think that 75 years ago, the city’s population was twice what it is today, so the people were really jammed in back then. Like European “old towns,” it’s just more compact than your average American city — certainly once you get west of Pennsylvania — mostly because it didn’t have the advantage of almost unlimited space, like most American cities had when they were newborns.Plus, for some reason I never understood — maybe it’s zoning — there aren’t hardly any Burger Kings, Taco Bells, McDonalds, and all that crap in the core of the city. Like the shopping malls, you have to get out further. You can’t find much of that stuff in this part of town, and consequently it just has a hell of a lot more character:Overall, with New Orleans, this is probably the most unique city in America. It’s not identical to anywhere in Europe. That would be surreal and weird and unnecessary. It just feels like 5 or 6 European cities tossed up in the air and thrown together, without losing its also somehow uniquely American feel: which I love. The city has gone through dark times and was almost abandoned a few decades ago. But thanks to a can-do attitude — plus the dedication of people like the Heinz family, descendants of a German horseradish dealer who went into the ketchup business and became one of the heros of American labor — this beguiling city is being reborn. You should visit.I left Pittsburgh behind: but long may she wave.
