In the light of recent incident your concern is not misplaced, however let me try and clarify a few things about UPSC mains exam.Second part of your question first;I don’t know if you ever gave Mains, but it is probably one of the most demanding exams designed. In 2013, when I gave mine, the average number of pages for each exam were 70–80 to be filled in 3 hours. Paper-III particularly had 91 pages!!. I bet if I gave you all the answers and you were to copy them, you would not be able to fill more than 40–50 pages, that too if you are exceptionally quick writer. Reading the answer and then copying it just does not give you that speed.If you want to clear the exam you cannot take time to frame your thoughts and then write, your should be constructing them as you write. While writing the last line of an answer you should read the next question and start framing the answer. The pen simply cannot pause if you want to be in the race.Now, if you see the nature of questions in UPSC they are rarely fact or information based. Mostly they seek analysis and argument. The answers do not exist on the net or some book in a straight forward manner. You have to think through and figure it out. Copying just doesn't work.Now, even if you use the most hi-tech equipment, coordinating with someone else, taking pictures of questions, without invigilator or worse other candidates watching, then having to send them and await reply and then see/hear the answer and then write. Do you think this strategy will work?So, the short answer is NO, none of the officers who got through would have cheated as the pattern and style of exam is designed to counter it.Coming to the first part of your question;Let me ask you a question, Why should you not trust a system, where even an IPS officer that too in a city of his own cadre, could not even put the pen to paper by cheating. He was caught before the exam even began, on the very first day.I agree that he did manage to get inside with the equipment. He is an IPS and usually constables who are posted at the exam centre for frisking the candidates would have spared him, out of fear or courtesy. That is just the most obvious systemic wall, there are others which he clearly could not overcome resulting in him being caught. I am sure if the system wanted, it could have stopped him from entering the hall itself, as they had prior information, but they had to let him enter to be charged, else he would have had the opportunity to take legal help and plead ignorance/innocence. Hope that these unfortunate stray incidents do not discourage you from taking the exam seriously. All the best.
