Incarceration is unfortunately a necessary part of living in communal societies with laws. A vast number of people incarcerated though have no business being in the prison population.Many of our laws are antiquated and haven't been reformed as societal norms have changed thus resulting in many being incarcerated today for actions that are no longer criminal offenses or that have reduced criminal implications.US laws are based on Old English Common Law, and a vast majority of the more recent modern laws that have been written are based on Societal Changes and CORPORATE Greed.Examples of this are our current drug laws. When the United States was formed many of our Forefathers were farmers. Many grew hemp or Marijuana on their farms. As our education grew and more especially in the Chemical and Industrial Industries it was discovered that there were Medicinal properties in hemp, and money to be made in natural resources.As in all societies there were a few, with great influence and money who decided that money could be made from the control and METERED distribution of these NATURAL resources but it would be necessary to enact criminal laws in order to control the possession and distribution of these natural resources.Examples of these are Natural Plants, Water, and Electricity. Resources that should be readily available to everyone came under the control of certain Societal Elites and people have since been murdered (Tesla), and imprisoned that threatened the monetary control and flow of these resources.Secondly, not everyone has the mental capacity to care for themselves and some people lose that mental capacity as we age. We as a society used to support research and treatment of Mentally challenged individuals with State Institutions. Back in the 1970s and 1980s the public as while lost interest in these facilities and the people in them. They were basically Out of Sight, Out of Mind. Like our prison systems today, budgeting money for these facilities seemed a waste of good money. Across the Board, Institutions throughout the United States were closed and the people we had once deemed, Too Dangerous, Too Mentally Incapacitated were released into the General Population and the Creation of Social Workers, and Regional Mental Health facilities, were implemented to oversee or monitor and dispense medications for those people whose conditions could be controlled with drugs as long as they took them.This honor system failed as people just didn't take their Meds when they started feeling better, and Social Work as a whole is filled with people more ignorant than the people they were charged to assist. As a result a huge number of people that should be in some sort of Mental Health Facility inundated the Criminal Justice System and wound up in prison. Many will never breath air as a free person again because they simply cannot function outside a controlled, very structured environment, or because they have been incarcerated so long, Technology, and Civilation as a whole has passed them by to the point that assimilation is almost an impossible feat.Then you have certain Criminals where there is no cure. Although, Millions of Dollars are being made by Universities, and Corporations that “Study,” and “Research” these individuals it boils down to GREED, as there is no cure for Predatory Instincts. This crosses every Criminal Category that we know of todate.Pedophiles, Serial Killers, Serial Rapists, those people that are Incapable and just Unable to Control their impulse to Control Others which can be found in Human Trafficking and Human Servitude type businesses. However, as long as someone can make money off of these individuals, Incaration will remain the option.Beyond a shadow of a doubt, Predators should be eliminated from the human race. Never should a predator be allowed to be treated and then released back into society. It is not a curable disease. It is an inate animal instinct that some are born with. The main problem some people and I would dare say the majority of people are too uneducated to know that Homosapiens are nothing but animals. That concept escapes too many people in our society as we are MAN. Top of the food chain, rulers over the animal kingdom.The greatest number of people incarcerated today are in Prison are there for Priperty Crimes. Basically they are thieves. Short of regressing to archaic punishments that do in fact work, like severing the hands of a thief as punishment, these people will dominate the prison culture.Gang Crime is slowly catching up with Property Crime but even a lot of these crimes fall into Property Crimes.Lastly, as long as society as a whole does not demand that more of our taxpayers money is spent on Reabilitation Programs and Re-entry Programs into society our prison systems will continue to grow.Across the Nation every Jail and Prison is overcrowded and understaffed. Society as a whole does not want to waste money on the Department of Corrections but at the sametime they want criminals locked up. Eventually, something has to give. It is possible with this new Prison Reform act just passed overcrowding will temporarily be improved, but it is just a bandaid.A sincere, well funded, rehabilitation and re-entry programs need to be established, along with outside public support with jobs for people that have supposedly paid their debt to society need to be developed.As long as Society as whole continues through life with blinders on, and an Out of Sight, Out of Mind attitude, prison overpopulation will remain a huge problem, and a huge financial burden. That is why, in most States, the Department of Corrections is the largest Law Enforcement Agency in the State, yet they have the lowest funding available. If the Millions of dollars that is currently being used to house, care and feed inmates was used to establish needed programs and jobs the overcrowding problems could be controlled. When people that have no skills, no hope no education with new technology that has passed them by while in prison recidivism will insure the prisons will remain over crowded and a burden to society.
