There are 133 Maritime Training Institutes which are DG Approved.Non DG Approved RPS agencies and Training Institutes will die natural death due to e-migrate and New Indian CDC rule. Indian CDC is now cheaper than Panama , Houndras , Liberia CDC.Offshore markets : Poor employment as 200 rigs and 300 OSV ( PSV , AHTS included) are in cold stack. They need to be scrapped. That’s due to low oil prices and poor Charter rates. Year 2018 will remain dull for this sector.Main Fleet: Senior rank ( Top 4 only) will have stable job but no wage rise. ITF wages for Master are USD 5500 and prevailing scale in India on Dry Fleet are USD 8000 to 9700 per month. C/E due to shortage may command another USD 300 more per month.VLGC , Oil Tanker wages for top 4 rank Indian Officers too are stabilised due to good availability of Ukrainian Officers. Ukrainians are taking good share and getting equal opportunities in wet trade ships.ETOs are now in good supply and wages will hover in dry Fleet to USD 4000 and Tanker should be USD 4500 per month. Above age of 55 Years ETOs will struggle to get jobs as many young Indian ETOs ( 750 passing out with ETO COC) now available. Some dry Fleet Owners will restrict it to Trainee ETO Rank , wages USD 1000 per month to be competitive on Crewing Budgets as Freight for Bulk Carriers has again nosedived with weak Baltic Dry Index falling to below 1000 Mark.Jr Officers from India: enough jobs for Cadet background 3/O whereas 4/E being laid off from dry Fleet due to UMS ( Safe Manning Cert doesn’t ask for 4/e). There will be struggle for newly Class 4 COC holders to find job. May have to go back as Jr Engineer or else wait for job can be 9 months to 12 months.Experienced 3/O , 4/E will get job with waiting time of 3 months.2/O , 3/E: Job situation is stable with no age increments. Superior certificate helps to get job easy. Promotions basis Onboard Master recommendations will keep happening and those not getting recommendations will have to struggle by changing companies.Single Delivery Voyage Ships ( Demolition): Enough jobs available for all ranks but wages are low for Jr Ranks whereas for Sr Ranks are above minimum ITF scale.Shortage of Gas Engineer on LPG and Pumpman in Tanker will continue. Wages for these two ranks will increase. Presently it’s USD 5000 and USD 2000 per month respectively.Ratings: Indian Ratings with COP II/5 and III/5 will find easy to get jobs and retain it.Watch keeping II/4 and III/4 will have hard time finding jobs and completing Seatime of 12 months for COP will be challenge.Trainees ( Cadets and TME): another difficult year continues and agents charging money for placement will continue to have good time. For every one job there are 10 applicants and Dubai based companies will continue to have a good run. Average placement fee through agents will be ₹4 Lakh.Trainee OS & Trainee Wiper: hardly any jobs. For one job there are 20 applicants. With Indian CDC now made basis 5 STCW certs at ₹711, pre-Sea GP Rating Training at fer ₹2 Lakh May shut down. Market correction will happen.Tr GS and Trainer Cook: serious shortage continues and this anyone having this certificate and want tk excel in this will get good job easy. No need agents.
