Furthermore, they are also covered by a union contract, in most cases, and that also outlines how and when they can be terminated.I have not read the actual Executive Order, just the reporting about it. I have, however, worked in a Civil Service job for most of my career.It appears as if Trump either doesn't understand what effect an Executive Order actually has (which I find believable), or he is trying to affect low-level appointees, or he is attempting to somehow make his appointees permanent employees - or possibly all of the above.The President does have the ability to appoint his own people to positions in his Administration, with “the advice and consent of Congress". The President also has the ability to fire these people any time he wants. But the bulk of federal agencies are staffed with non-political experts who are hired and promoted through the Civil Service system. This ensures that the government runs smoothly even when a new Administration comes into power, and that the jobs are performed by people who actually know what they are doing.Trump hates this system, partly because he wants everyone to be personally loyal only to him, partly because these people know things (often detailed minutiae about a limited area) that he doesn't know, and partly because he can't cow them into submission. And that means , everything that Trump has done, or attempted to do, is completely justified and ‘politics as normal' when, in fact, it is anything but.So this latest Executive Order is Trump's attempt to punish Civil Servants for not being personally loyal, absolutely obedient and completely deferential to him, as well as an attempt to sabotage the Biden Administration the way Trump feels Obama sabotaged him, by embedding “Trump loyalists" in the Civil Service that Biden can not easily remove.But even after four years in government Trump fails to understand how the machinery of government works. He thinks that his Executive Orders create laws when they absolutely do not. Biden can simply issue his own Executive Order on January 20th, negating this and every other order issued by Trump.
