The problems with at least what you’ve mentioned is that it either already exists or has been proven irrelevant.Lets look at background checks first. Number one, get it out of your head that there’s anything real about the “gun show loophole”. No where is there any law that gun show sales are somehow exempt from background checks. All gun sales can be broken down into two categories: dealer sales (sales made by a federally licensed firearms dealer, aka any store) and private sales- sales from one private individual to another.All gun dealers, that is anyone “in the business of selling firearms” holds a federal firearms license- FFL. An FFL is required by law to conduct the same National Instant Criminal Check System (NICS) background check for EVERY gun they sell. It doesn’t matter if they make the sale in their normal storefront or at a temporary location such as a gun show, they’re required to keep a record of the sale and background check. The only exception is that a valid CCW license may be substituted for a check in some states- only because the holder of such a license went through the same check to get the license (and such licenses are revoked upon conviction of anything that would disqualify one from owning a gun).Gun purchases made via the internet are also subject to background checks. Except for certain antique and collectible firearms sent to federally licensed collectors, guns cannot be shipped directly to the buyer. When one buys a gun online, it is shipped to a local FFL dealer who completes the transfer, including the NICS check.Private party sales are a bit different. At the federal level, there is no requirement for a NICS check in a private party sale. Private sellers are prohibited by law from selling a firearm to anyone they “know or have reason to believe” is not eligible to own one. Private sales can also only take place between residents of the same state. But no, a private seller isn’t required to conduct a NICS check on their buyer- because the FBI won’t let them. How a NICS check works is that the buyer completes a form that includes their name, DOB, SSN. The FFL then relays this information to the FBI either via phone or internet- the FBI examiner searches records for any felony convictions, domestic violence convictions and a few other disqualifiers- if none are found, the sale is approved. If a private seller tried to call that same number to conduct a check on their buyer, I’d guess the examiner would simply hang up.Since they can’t do it the way FFLs do, many private sellers have made do with “improvised background checks”- one common method is to only sell to a buyer who can show a valid CCW license.The problem with every proposed act to implement “universal background checks” is they don’t open up the NICS system to private sellers. These bills are nothing more then thinly veiled attempts to kill private sales entirely, by requiring that an FFL be used to conduct the transfer- a service for which they can charge basically any fee they like as there’s no other choice. Those that campaign for “universal background checks” don’t actually want them- otherwise they’d make it so anybody can use the system. Instead they just want to put up one more obstacle to legal gun ownership in the hope that a few more people just won’t bother.As for waiting periods, they simply don’t work. Proponents claim they give a “cooling off period” during which one might change their mind about suicide or the fit of rage inspiring them to murder will pass. That’s just not how humans actually function. Most people intending to commit suicide don’t go out a buy a new gun for just that purpose. They may use one they already have or else they choose more accessible methods. If a waiting period on a gun sale is necesssry to prevent suicide, then so is a waiting period to buy Tylenol. As for “cooling off” to prevent murder, again, not how human behavior works. A person who is for whatever reason thrown into a blind homicidal rage is either going to kill right then and there or not at all. One the other hand, no amount of waiting will matter in preventing a planned killing.Waiting periods do have one HUGE drawback- for every supposed sudicidal/homicidal person that doesn’t need a gun right now, how many women living in an abusive relationship need one *right now*?And let’s not forget the number one thing that makes waiting periods completely irrelevant- the guns the buyer already owns. If I wanted to kill myself or someone else, I wouldn’t need to go buy a new gun, I could just use one of several I already have. So what does it prevent by making wait to pickup a new purchase.Safety training is one place we agree, but I think we have different ideas how it needs to be implemented. I imagine you’re thinking of a required class that is needed before purchasing a firearm. My question for you is who pays for that class? Should a person be denied their fundamental right to self-protection because they can’t afford some class? Or should a young women be killed by a stalker because there wasn’t a class scheduled until next month?Gun control laws in this country are, historically, racist. Since the Reconstruction era and even before, there have been all sorts of efforts at making sure the 2nd Amendment was only for well-off white folk. Pricing out the lower class- with expensive permit fees, required training, etc- is just one way this has been accomplished.Safety training is something that *everyone* should receive- beginning as early as possible. Naturally it should be tailored appropriately to age: younger children get the standard “don’t touch, call an adult”, Eddie Eagle type programming, but by high school graduation, everyone should be able to at minimum handle a firearm in a safe manner (pointed in a clear direction, finger off the trigger until ready to fire) and ensure that a range of weapon types (autoloading pistols, revolvers, bolt-action and semi auto rifles, shotguns) are unloaded.
