Casualty Operations: This MOS falls under the Adjutant General Corps and dates back to 1775 when the Army first formed fighting the British. Their job was to walk through the wounded and dead to record/report troop strength to the Commanding Officer. This would have been ultimately George Washington and his staff. This job progressed over the years to collecting casualty feeder cards that Soldiers would carry in their helmets. Their death or injury could be compiled and reported. In current operations these unsung heroes are working in Army CSH units, military hospitals, and the battlefield. They watch Soldiers in their final moments, facilitate calls to home, assist in medical procedures, translate foreign languages, medical admin, work in secrecy (to protect the black out period), and know when ghosts casualties must be kept quiet. They also work in the grisly duty of recovering remains and transporting bodies to the morgue. They also work to find remains in places like Vietnam currently.The occupation is not well known and the MOS is known as a “paper pusher" job. This may be true in Garrison because they do life insurance and death gratuity. However, downrange it takes a special breed of hand selected tight knit Soldiers to do such a thankless job.

Backgroud:Pakistan Army created these “religious fighters" at US insistence to resist and overthrow the Soviet-supported Najibullah government in Afghanistan. USA considered it an ideal opportunity to avenge their defeats at the hands of communists in Korea and Vietnam.Since the rag-tag Afghan had no “real" motivation to take on the mighty Afghan-Soviet forces, CIA along with Gen Zia ul-Haq came upon a novel idea of declaring this struggle as a “religious war" or “Jihad" against the “ungodly” Communists! The word Jihad was initially coined by the CIA operatives while calling for all Afghans to fight against Afghan-Soviet government in Kabul. These fighters were called Mujahideens, those fighting for their religion.Post-Afghan Scenario:After withdrawal by the Soviets from Afghanistan and eventual collapse of Najibullah and installation of Taliban, large number of “fighters/Mujahideens" were left literally without anything else to do. They were Afghans, Arabs, Yemenis, Tunisians, Somalians and from several other countries. Zia and ISI planned to use large number of these fighters in Kashmir.These armed and trained people were pushed into J&K in cooperation with the Kashmiri “Freedom Fighters" or pro-Pak armed groups. Initially several non-Pakistani terrorists did come and suffered heavy casualties at the hands of Indian security forces. Soon, those non-Pakistani elements probably refused to fight further and left for their own countries.Yet, there were substantial number of Pakistani Talibans and fighters from various groups were left in Pakistani hands. Their numbers had substantially increased with arrival of Kashmiri youths too!Pakistani Generals & Military Thinkers:With presence of such large number of well-armed, ill-disciplined and criminal elements, the Pakistani establishment decided to utilise them for their own purposes of waging war with India. These people could always be used as Non-State Actors as commonly referred even today. They were put under direct charge of Pakistani Army and ISI, for their utilisation.Utilisation of Non-State ActorsThese armed men are used to do what Pakistani armed forces cannot do. It means waging war inside India/Afghanistan/Iran. They are those who preforms tasks for Pakistani government yet without uniform and direct links! That's why whenever caught or killed, Pakistan can safely deny them and involvement.These armed fighters are divided into several groups under different names, but their agenda is same and also share deep cooperation. They covertly remain under command and control of Pakistan Army and ISI. They are financed, armed, trained and utilised by Pakistani military. This is also done to keep control over their criminal activities and to curb sectarian violence within Pakistan.During War with India:These are designed to be used as irregular militias and terrorist groups to work behind the lines of Indian forces and India's hinterland. They would carry out attacks with help of sleeper cells and disgruntled elements within India to degrade Indian military operations.They are supposed to take on tasks that conventional Pakistani Armed Forces cannot perform.Recruitment:Besides hundreds of feeder-Madarsas, volunteers and criminal elements languishing in Pakistani jails are also recruited. The criminals facing severe punishments are often given choice either to fight for Islam or perish in the jails.The primary driving force remains is Jihad in the name of Islam against Hindu India. There are lures of 72 houries in Paradise besides “compensation" to family members in case of martyrdom.Pakistani Generals are happy to see so many dedicated and religiously motivated fighters, who do not make demands and financial strains on the Pak military budget. They literally fight for free and money donated by people, earned out of opium & drugs and also from Islamic nations.For Pakistani Generals, these immensely valuable assets who:Are volunteers.Cost-effective: no salaries, direct funding, local and foreign donations/contributions.Can easily deny their existence or any control over them. Ease of disassociating.Ease of recruitment, no laid-down restrictions as on army personnel.Government can play “innocence-card".They can be blamed for their activities in front of international scrutiny.No responsibility towards casualties and losses.Assistance to regular, regular-mujahid forces and paramilitary.Used as part of international diplomatic bargains.The generals can practically deny their involvement and keep their hands clean.Can always put blame on growing religious extremism, foreign hands, R&AW, Israel, Afghanistan, etc, etc, for their activities within and outside Pakistan.These elements are the cheapest alternative to armed forces who can be easily used to further Pakistan government policies. In fact, the Pakistani Generals are very happy that their work is being done by them while they themselves stay clean and troops safe.
