Let’s break this down, shall we?There is no such thing as “Presidential election ballot papers.” The ballots include all the races for a particular jurisdiction.That means, of course, that they weren’t all printed together. Each jurisdiction gets their own printed. The ballots in my town in upstate New York are not the same as the ones in Syracuse, let alone ones in Wyoming or Alabama. Each printer sources their own paper.“QFS blockchain encrypted” is gibberish. You might as well say the ballots are infused with QRV which will burst into flames if anyone but the intended voter tries to cast the ballot. That makes 100% as much sense.

Yes, but their complaints were primarily about the strange (from the Russian perspective) British approach to voting. Like the fact that voters don’t have to confirm their identity with a government-issued ID or the fact that all ballot papers were marked with a unique number, and those numbers were recorded when the ballot paper had been given to a voter. That allowed interested parties to establish who had voted how. And the rampant mail-in voting also seemed untrustworthy because it allowed to harvest ballots and manipulate elections.Of course, that’s just how Britain does things. It’s not necessarily wrong if it works for the Brits. But people would blow the gasket if somebody would try to legalize something like that in Russia. For example, Russian laws specifically prohibit putting unique marks on ballot papers.

Let me correct you. It is not against the law not to vote.Voting is NOT compulsory. But turning up at the polling station is.Once the polling official has struck you off the list [you are recorded as ‘present and accounted for’] you can#1 turn around and go home, or#2 you can accept the voting paper and tear them up and dispose of them ‘thoughtfully’ e.g. there is no bin provided.#3 Alternatively you can enter the booth and write some inappropriate comment on the papers [apparently: …’ all politicians should be fcuked by a big black dog…’ is an all-time favorite although most people can’t spell politicians] or#4 you can give it the best shot to vote for somebody who tries to do the best for the country without fear or favor. [keep dreaming].Summing up, you don’t have to vote per se but you have to turn up to be recorded.there are further comments below with regards to other voting options, e.g. postal votes and absentee votes, etc.Edit: Let me state categorically that I do NOT suggest or encourage anybody to spoil, deface or destroy their ballot papers. As I have pointed out below, I strongly believe that mandatory election is a good and responsible system. Contrary to what I have said above and as some polling officials have pointed out in a reply, that it might be illegal to actually destroy your ballot paper.
