Engineering requires pulling together knowledge from so many different fields of applied science that it is literally impossible to know everything you need to know. Obtaining an engineering degree only provides the successful engineer with the tools needed to learn what they need to learn in the future.That being said, if a person with suitably similar training to an engineering student were to pursue licensure as a Professional Engineer in the United States, most states have three main requirements:Obtain a minimum amount of experience in the engineering field in which you are seeking licensure (6 years in California, 8 years in most other states)Demonstrate a basic level of engineering knowledge by passing the Fundamentals of Engineering ExamDemonstrate specific knowledge of the field of engineering in which you are seeking licensure by passing the Principles and Practice of Engineering Exam as well as any state specific examinations1. Experience can be obtained in several ways:Obtaining a BS degree in your field of engineering (usually counts for 4 years of experience if it is from an ABET accredited program)Obtaining a MS degree in your field of engineering (usually counts for an additional 1 year of experience, e.g. people who obtain an MS degree from an ABET accredited program will generally get 5 years of experience for their MS degree, so long as their undergrad degree was also in engineering)Any remaining experience must be gained by working full time in the field of engineering you are seeking licensure in, or a related field, typically under the responsible charge of a Professional Engineer licensed in your state.UPDATE: Thanks to User-13812768563281058315 for pointing out that these durations of experience are for getting your degree from an ABET accredited school. At the boards discretion, they MAY grant about half the experience for the respective degrees from non-accredited schools.Note that there is no requirement of having a degree, only that the requisite amount of experience be obtained prior to applying for licensure. This is going to be your biggest hurdle if you do not have several professional engineering connections who have personal knowledge of your experience related to engineering and are willing to sign an affidavit certifying that they believe you to be competent to practice as an engineer. Pass the PE Exam(s)After successfully passing the FE exam and obtaining the remainder of your state's required experience, you may sit for the PE exam. Similarly to the FE exam, the PE exam is an 8 hour exam with a 4 hour general morning session and a 4 hour discipline specific afternoon session.Additionally, many states have state specific examinations for Civil Engineering that test on design concerns specific to the state. For example, California has a seismic (earthquake) design examination and surveying examination (since Civil Engineers are legally allowed to perform most types of surveying in the state). Similarly, states in hurricane and tornado prone regions typically test on design for high wind loads. Alaska tests on cold weather design (engineering materials become brittle at cold temperatures, heat transfer issues, etc.)These tests will be fairly difficult if you do not have strong training as an engineer and experience working in a professional engineering office. While the PE exam is open book, you will have 10-20 books to look through, and will not have time to look up how to solve every problem (nor will you be able to find a sample problem for most of the questions). You need to be able to read through the problem and already have an idea of how to solve the problem. That being said, with enough studying, it is perfectly possible to pass all examinations.SUMMARYThe fastest way for someone with the experience you described to become a licensed Professional Engineer would be to:Take/Pass the FE examDemonstrate to their state licensing board that they have adequate experience related to the field of engineering they are seeking licensure in and obtain a waiver of the professional experience requirementTake/Pass the PE examAssuming they pass all exams on their first try and have no problems obtaining a waiver then obtaining a PE license will likely still require at least 1 year.
