It is the law of the land (by many Supreme Court judgments such as Prem Shankar Shukla v. Delhi Administration, AIR 1980 SC 1535) that the police shall not handcuff or use handcuffs in a routine manner, it must be used only when there is a danger of the prisoner becoming violent or when the person being arrested is likely to escape from custody. That is why the Indian police do not handcuff, else they will face legal and disciplinary action.The reason behind this is that handcuffing is considered animalising the human, a method of humiliating and torturing the prisoner. Merely because he is a prisoner, the /state cannot rob him of basic human dignity and humiliate him and treat him like an animal. Arresting without handcuffing therefore, is a practice which (in Krishna Iyer's words) "permit[s] the peaceful co- existence of custodial conditions and basic dignity".

You must just not be where trucks are being pulled over.Truck enforcement is a specialty unto itself. In some states there is a specific certification for it. Trucks have a lot of rules and regulations that must be followed, and the price for failure to do so is often quite steep.In our state, if trucks were overweight, our truck enforcement officers (of which I was not one) would stop them, have the truck follow them to the nearest scales available (sometimes on the highway weigh station, sometimes temporary scales set up here or there), and then calculate the state assessed penalty amount.If the driver didn’t have that money in CASH, the truck would have to be impounded in the lot behind our station until that money was paid.Agencies that do a lot of truck enforcement can generate a large amount of money.Having not been a truck enforcement officer, I will tell you that I, like many police officers, did not know all the particulars of the subtleties of truck enforcement. I would stop one for speeding, or maybe stop an oversize and ask to see their permit(s). But that’s about it.So maybe the trucks you saw not getting pulled over were not getting pulled over by … me!

I lived in Australia for the first fifty odd years of my life and have moved to the US for the last eight. Let me speak entirely personally.In practice neither country is particularly different, freedom wise than the other. Not to me anyway. Both have got free speech, freedom of movement between states and freedom to work until you drop.The only significant differences in my life are that the US seems more free to break the speed laws. We had lots more speed cameras where I lived in Australia.Taxes are pretty miserable in both places - I wouldn't hold either up as an example of freedom. Health care is much better and affordable in Australia. Things like household goods and Gas/Petrol are cheaper in the U.S. Pluses and minuses.Public pressure to perform “patriotism” lip-service is greater in the US, and there is a peer pressure to acknowledge military service. There are more flags.Aussie don’t give a rat’s about the Australian Constitution most of the time, there is a general ignorance about it. Neither is our sense of political history as keen. But ignorance of history seems universal sometimes.Most of us Australians can’t name the first Prime minister {Barton}. But most of us can name the first US President. (Washington). I blame Hollywood.Most Americans can quote bits of their constitution and they all know who the first President was, and can often string a long list together. The nearest most Australians would come to quoting from the Australian constitution would be to quote from the movie “The Castle”“In summing up, it’s the constitution, it’s Mabo, it’s justice, it’s law, it’s the vibe and aah no that’s it, it’s the vibe. I rest my case.”American seems more - well “rule bound” than Australia, where we are more “laissez faire”. But we both have our moments with the bureaucracy.I don’t want to own a gun, so any differences in the laws don’t bother me in the slightest. The essence of this forbidden censorship is content control. Any restriction on expressive activity because of its content would completely undercut the 'profound national commitment to the principle that debate on public issues should be uninhibited, robust, and wide-open.'=====There are restriction in both countries on certain content. Obscenity, defamation and other similar topics are roughly equally restricted. In fact, some of the language allowed, for example on Australian free to air TV would be censored on the US.The reality is, that for most of us, most of the time, things are pretty much the same.
