Well, it wasn't a flight attendant but rather gate agent and not so much rude as stupid.Here’s the situation. I was taking a group of sixth-grade students to Sacramento for the first leg of their Sac/S.F. trip. The fight was Southwest from San Diego. I had about 65 kids and three parents. We always ask the gate attendant to let us board first and take up every seat in the rear of the plane so as not to disturb business passengers. They always think it’s a great idea and has saved us a lot of complaints. In this particular case, the gate manager wasn’t having it. I tried to reason that you will have a bunch of gum-chewing, game-playing kids surrounding business passengers. In the agent's mind, he didn’t care.As you may know, Southwest boards in groups, A, B, C, etc. The kid’s tickets printed in random groups and that is the way the agent wanted them to board.So we followed instructions. When I finally got on the plane (group D) the kids were everywhere and usually in an aisle seat and a window seat, leaving the middle seat to some unsuspecting adult. On this flight, we had state legislators from the assembly and senate flying to work. As you can imagine, students would pass things like Skittles back and forth over the lap of the middle passengers many of whom were trying to work on a laptop. It was hilarious and the flight attendant asked why we didn’t board to the rear in a group. I explained that we had tried but were denied by a gate agent who obviously didn’t have or didn’t understand kids.By the time we got to Sacramento over an hour later, the legislators looked as if they had been in a battle zone. lol

At anything over about 40 people the boat would appear to be ‘full’.The boats that left with only a dozen or 20 people onboard in the early stages were because there simply weren’t enough people willing to be gathered up and put in them, plus the rough plan amongst the officers to simply get the boats away and have them pick up passengers from the gangway doors once they were in the water. But even when there was more urgency later on in the sinking, I can quite see the crew in charge of loading deciding that a boat was full when, in comparison to its official capacity, it wasn’t. Especially if the crew weren’t actually aware of what the stated capacity of the boats were, given the paucity of instruction and drill. It would be a tough call to leave a boat hanging in its davits, with every seat filled and no apparent room for more people, while you got the occupants to squeeze up, jostle and shift seats to make maximum room, or to tell passengers that they’d have to stand up, especially if there was clearly an as-yet-unloaded boat nearby.

Some easier ones have been implemented by the government. It is tough to implement some of the recommendations like the ones above. It is just a report. There is no must and should rule that the government need to implement it.Some pro- Kannada organizations and some labour unions have called for the Bandh demanding implementation of all the 58 recommendations.The state government has said that it is free to discuss with the protestors and then take a proper decision.
