I know that TV has created an impression that these detectives in their shows fell right from space and do not seem to have back stories about how they came up as street police.That is not reality. That is just lazy or otherwise uninformed writing.I am aware of a county that had a narcotics unit that had a large undercover segment, and they hired (politically blessed) recruits to go straight into their narcotics unit, right out of the academy. I went to an academy that had six of these guys, they graduated in business suits rather than uniforms. Technically they were titled “Investigator”, but after a several year stint in the unit, they went straight to patrol (where they had to be field trained), in uniform, so it really wasn’t a true “Detective” position as it was a special assignment or special detail. While the positions were prestigious and sought after, they were not truly what most people consider to be “Detectives” in the normal sense. They did require the applicants having at least a two year college degree and passing all other police hiring requirements, tests, psyche, physical, background, polygraph, etc (just like all county patrol officers at that time).Other than the above, I never knew of anyone, heard of anyone, or met anyone that had no prior police experience and was hired by any (non Federal) law enforcement agency straight out in the role of “Detective” (or “Investigator, “Inspector”, or “Agent”).Ever.

Good answers already. Early during my career the investigators had the rank of “Detective Sergeant”. This was a tenured rank; in other words if an investigator wasn't getting the job done it was necessary to charge him with a violation of regulations and provide full due process to attempt to demote him. To change this, we made the position a non-rank assignment. Those who were already detective sergeants kept their rank, through the rest of their careers in most cases, but newly assigned detectives were titled “investigator” and new badges issued with that title. Instead of rank pay they now receive a specialty pay while assigned to the position. As commander of the investigations division at various times, I did reassign two investigators who proved unsuitable, and they simply returned to being patrol officers.
