Most people entering service say they range from passionate hatred to “ok, fine. geez.” As I enter into service in about a year from now, my opinion is: “I’m turned off by the fact that I’m losing two years of my college years, risking my scholarships, but at least I hope I can make the best of it by taking special roles.” But that’s only anecdotal evidence, so let’s take a dive into the polls and probable causes.A majority of the South Korean public prefers a volunteer-based military over a one staffed mostly by conscripts, albeit a slim majority.51.1% Yes (in favor of voluntary service), 43.9% No (maintain conscription), 5.1% don’t know/no answerA poll from KBS (our BBC equivalent) in October 2020 saw a 61.5% favor of volunteer service[1][1][1][1]hinting that the public opinion is moving away from conscription.As South Korea continues to lose its population, with only about 300,000 people born per annum in recent years, politicians and the public alike question whether the current system can maintain the necessary military capability of the country. Some major ideas floated around are:Full transition to volunteer service like the US or Western Europe.Female conscription to fully utilize the 300,000 manpower.I personally don’t see any fundamental change happening in the immediate future as no party is willing to undertake such a radical shift in defense policy and potentially alienate some voters.I think the way forward is to elevate the position of an enlisted soldier and NCO to the level of getting a job at a multinational or slightly lower than that so recruitment levels don’t fall. The most commonly cited salary for volunteer enlisted soldiers hover less than 2.5 million KRW (roughly $2,200) per month, and I think that’s too low for the soldier profession to be respected enough to garner quality recruits. Even in the US with one of the best benefits in enlistment now struggles to recruit many quality soldiers as the population gets less fit and uninterested in the military.A clear pay above the median is needed to pull in talented people to serve, and this will mean a pay above 3 million KRW ($2700) will be needed, with options for full-ride scholarships to study in universities and grad schools. A job in the military should be considered as a long-term career or at least a job that lasts for 4 or more years that utilize their potential and presents future opportunities. The specialization of the armed forces requires a devoted and talented team of long-term enlisted and NCOs, and no two-year conscript can serve that purpose. In order to do that, the military needs to change its public perception as a “place for lowly-paid brutes and dead-end jobs that stifle your potential.”Female conscription is a dead-on-arrival idea, despite the majority of the South Korean youth agreeing that male-only conscription is sexist. This kind of stuff always spiral into an ugly culture war, and polarization will almost definitely reduce the support down to a slim majority or a minority opinion.I don’t like female conscription as I think that’s a crab mentality-based spite of “if I get fucked over, so should you.” I already think conscription is wrong, and no amount of partisan corrective revenge will ever make justice. The issue wouldn’t be so charged if the government paid the conscripts a minimum wage, let alone a decent one.Conscript pay scale, private second class (fresh out of boot camp, E-2 at 510,216 for 2020), and sergeant (E-5 at 676,115)The current conscripts get a monthly pay of 510,000 to 670,000 KRW ($450~$600). Since the incentive to stay out trumps the incentive to obey the law by a wide margin, it’s not a surprise that people generally hate conscription and resent the people that don’t get conscripted.Even this is a massive step up from 2017.
