About 2000 representatives from all social levels gathered in Beijing to bring up their proposals and suggestions. It’s also the supreme authority organ of China.This is Shen Jilan, the long 13 time straight National People’s Congress Representative. She was born in the Republic of China, and an ordinary village women, until the People’s Republic of China established.She got her chance to become the deputy chief of the farmers cooperatives in her village. At the time, a full day’s work for men was 10 points, and only 5 points for women. She totally against such unfair rule, and claimed that women should got equal payment if doing the equal work as men. Under her leadership, women in her village proved that they could work as much as men, then established the rule of equal payment.Her achievement was ultimately reported to Beijing, and she was elected as the representative of the first National People’s Congress. During the conference, they voted to pass the constitution of PR China.Constitution of PR China, Chapter 2, Article 48:Women of PR China share the equal right with men in the political, economical, cultural, social, and family life areas. The state protects the rights and interest of women, applies equal payment for men and women, train and select women officers.Because of her achievement, equal payment to men and women was written in the constitution.The rest of her life was dedicated to help the develop of her home city. She proposes every time in the conferences about the welfare of villagers and less developed areas. Many of her proposals got approved and became true.This is the city People’s Congress. Same to the national one, it’s the annual chance for representatives to propose.Underneath the city level, there is the fundamental county/district People’s congress.The representatives of county/district People’s Congress are elected by local resident. The representatives are elected from factories/companies, schools/universities, and government departments. Each section got its own quota.Representatives of higher level People’s Congress are elected from the lower level representatives.After each conference, there would be a final report which determines the agreed tasks. Each governmental department would got its to-do list and would have to publish their report of applying the decisions of the report.Besides the People’s Congress, China also has a system lead by the National Public Complaints and Proposals Administration. It has branches in provinces and cities, to allow people to direct report their unsolvable issues. Besides actually going to the lobbies, people could also file their complaints online.Not only there is a channel to file complaints about government issues, there are other channels to file complaints about other issues, such as telecommunication, parcel services, etc. Each department has their own pages for such issues.So where did you get the idea of “the people of China have no say in the functioning of the state”, I wonder.

But I do know this.There has to be public awareness and outrage over a little-noticed Trump administration proposal that could strip life-saving disability benefits from hundreds of thousands of people by further complicating the way the Social Security Administration determines who is eligible for payments.The proposed rule change was first published in the Federal Register last month but has received scarce attention in the national media. People with more severe medical conditions face less frequent disability reviews.
