Franklin County School District Professional Development: Fill & Download for Free

There’s roughly 4 sources of debt for American government (all sorts of government get routinely into crushing debt loads, the democracies in buying votes with unsustainable promises to individual voters, the totalitarians with spending too much on their military and secret police while wrecking their economic base at the same time.)Those 3 are:Operating expenses run significantly beyond current tax and fee revenues so along with financing the debt and surprise expenses like natural disasters, plant closures, embezzlement, uninsured losses, etc.. This has led to bankruptcies of Stockton, San Bernadino, Riverside, and should for many, many others. Mayors and City Councils that trade the moment’s votes for future disaster (“kicking the can down the road” is the benign phrase for it) while City, County, and State Unions force raises regardless of revenue growth or decline.Public Infrastructure maintenance, expansion (new roads, water line extensions, new landfills, bigger jails, more judges and courts, new schools, stormwater management/flood protection, branch libraries, branch firehouses, branch police stations, bigger firetrucks, crime labs, highway onramps, port facilities, etc.Public Infrastructure replacement and major upgrades is far more expensive than it used to be thanks to many stupid decisions (NIMBY, how civil engineers design it generally, how we build it and the timing/lack of coordination, how we power it (pumping water particularly), how we staff it (California’s far overpaid prison guards would be an obvious example, not using county road departments to build infrastructure very often despite their size and resources beyond most contractors), pricing services like water and trash to please voters rather than create accumulating reserves for inevitable replacements 10–30 years down the line, building short-lived infrastructure like asphalt roads with shallow roadbeds for long-lived demand and overbuilt schools for short-term demand, and pretending cutting maintenance endlessly doesn’t shorten the safe and useful lives of infrastructure (bridges are the most obvious, water and wastewater the least obvious.) This can be a billion dollars for medium-sized cities in replacement needs so there’s a huge amount of obfuscation and denial about this one with wildly out of control projects like Boston’s infamous “Big Dig” subway expansion or the water projects that bankrupted Harrisburg and others.Underfunded Pensions for State, County, Municipal, and School Districts’ workers. This ranges from a few Billion (!!!) in states where that’s a huge number to something like $50 Billion in California. Pension funds were expected to earn 7% a year, every year, by legislators, school boards, city councils, union negotiators, etc. despite that’s a rare actual rate of return between market fluctuations over the century (the oft-quoted average rates of return over time have smoothed out a lot of data to make the case for quite volatile markets) so most pension funds have been given far less from current operating budgets to build sufficient invested capital in those funds and the pension funds are trapped between very cautious investing like AAA bonds (“AAA” credit ratings meant something before the corruption and incompetence of the “independent” investment risk rating agencies became obvious in 2008) and trying to achieve a high rate of return with much riskier investments like credit-default swaps, collateralized debt obligations, venture capital, private equity, hedge funds, and other exotic products that routinely overstate their rate of return and understate actual risk even after the 2008 meltdown exposed that.Meredith Whitney’s deep and state by state look at this in her book “The Fate of the States” is very illuminating as well as how much this varies by cities, regions, and states based on how growth was funded, how population decline and taxbase erosion were recognized and responded to, and how irresponsibly politicians promised future pension payments far beyond both contributions and investments’ rate of return could accomplish.As Whitney points out many boring, slow growth “flyover states” are actually in good or reasonable financial shape. The glamorous, high growth, and Democrat-controlled states are in what look like wildly unsustainable debt loads (where trading tax dollars to buy votes to keep a job dates back to the Democrats’ city-machine politics like New York’s Tammany Hall by the mid-19th Century and developed to an art form during Franklin Roosevelt’s New Deal particularly for the 1936 campaign where vote buying with federal deficit financing hit over $2 billion or more than previous years’ entire federal budget.) Unlike private sector businesses who do this too often, government can’t renegotiate old pension obligations very easily or eliminate defined-benefit pensions for retired workers. It does postpone infrastructure repair and replacement endlessly so ours is already noticeably behind China’s, Japan’s, South Korea’s, and much of Western Europe and that’s an accelerating trend. Taking out long-term debt to pay for operating deficits is growing, because it’s deeply stupid and unattractive to lenders, as Detroit did and for that matter much of China’s cities do.You can blame the economic illiteracy or simply cupidity in trying to stay in political power for the moment while wrecking the future, it’s a common curse to all governments and especially those with a professional political class and self-absorbed oligarchy.
