This would lead to reduction in the actual tax paid and also decrease the incentive for evasion.Unified market:With the implementation of GST, there will be cut down of individual taxes imposed by the central government as well by the states. This would lead to a unified market and would boost the movement of goods across states with drop in the business costs.Increase in State revenues:GST will expand the tax base and thereby lead to increase in the revenues available at the states’ and centre’s disposal. This would thereby help in increasing the resources of the poorer / consumer states like, Bihar, Uttar Pradesh and Madhya Pradesh will increase substantially.Improvement in tax governance:GST would improve tax governance in two ways. One it is related to self-policing incentive inherent to a valued-added tax that can work very powerfully in the GST. The second relates to the dual monitoring structure of GST, one by the States and the other by the Centre.GST will bring in transparent and corruption-free tax administration, removing the current shortcomings of the supply chain owing to the multi-layered policies. GST is not only investor or business friendly but also consumer friendly. GST is the need of the hour and any hindrance to its enactment is clearly unjustified and not in national interest. Critics argue about the feasibility of implementing GST. But one should always remember that there is no reform that is perfect. This service is very important public service and may play an important role in emergencies like crime against women, onboard unlawful activity, train accidents, medical attention required and fire etc. These helpline numbers viz.138&182 and existing 139 are now to be printed on the tickets for the convenience of passengers.Launching of e-catering service in trainsThe Ministry of Railways is providing e-catering service in trains through its PSU, Indian Railways Catering &Tourism Corporation (IRCTC). This is a service where a passenger is able to place an order for a meal, to be served at his seat in the train enroute, through a phone call or an SMS. Presently this service is available in 120 pairs of trains.Go-India Smart cardGo-India’ smart card scheme has been launched on pilot basis on two sectors i.e. New Delhi-Mumbai and New Delhi-Howrah. To begin with, eight stations namely, Madurai, Gadag, Tirupati, Guwahati Dwarka, H.Nizammudin, Patna & Bhopal were identified for provision of R.O. drinking water units. While R.O. drinking water units have already been commissioned at Dwarka, Gadag, H.Nizammudin, Katihar (in lieu of Guwahati), Madurai and Tirupati stations R.O. units at Patna & Bhopal are planned to be commissioned shortly.This will help provide safe drinking water to passengers.Seperate Food safety officer in every divisionWith a view to ensure better quality check on the food installations in Railway, it has been decided to appoint one Food Safety Officer in every Division of the Railways. Earlier a Food Safety Officer was entrusted with more than one Division which was causing difficulty in ensuring proper supervision.DIGITAL INDIA INITIATIVELaunching of a ‘Customer Complaint Web Portal’A ‘Customer Complaint Web Portal and Mobile Application’ (android/windows based mobile App), was launched. One can track the status of the complaints which he or she registered on this portal with the help of mobile App. Feedback can also be given on this portal. This will help in faster redressal of passenger grievances.‘Operation Five Minutes’ –Paperless Unreserved TicketingFulfilling yet another commitment of the Railway Budget 2015-16, the Minister of Railways launched Mobile Application for Paperless Unreserved Ticketing on pilot basis on Egmore –Tambaram Suburban Section of Chennai. This initiative is part of Indian Railways effort to help passengers purchase the unreserved tickets within five minutes under its ‘Operation five minutes programme’. This will allow the passenger to buy a ticket on the move and allow him or her to board the train with the ticket secured on his or her mobile phone, without any need for printing the ticket.‘E-Samiksha’ for Implementation MonitoringIn yet another milestone initiative for ensuring timely implementation of budget proposals, a special portal called ‘E-Samiksha’, has been launched for monitoring the implementation of budget announcements/commitments .This portal would help to keep an eye on the implementation of budget process.Facility of ‘Wi-Fi’ services on Railway stationsIndian Railways is providing the Wi-Fi Broadband Services at several stations which include Bangaluru, Secunderabad, Mumbai CST, Agra, Varanasi, Hawrah, Chennai, Ahmdabad. The Wi-Fi project on Indian Railways is being executed by RailTel, a Public Sector Undertaking of the Ministry of Railways. Wi-Fi facility is available to the users free of cost initially for a period of 30 minutes by registering on the Wi-Fi network through their mobile phones. This move will ultimately help railways growth through augmentation of its financial resources.Interim Report of HLRRC submitted to Railway BoardInterim Report of High Level Railway Restructuring Committee (HLRCC) headed by Dr. Bibek Debroy has been submitted to the Railway Board.The report has also been put on the Ministry’s website for inviting suggestions and comments. Electrification contract for 945 km of Western DFC has been awarded on 18.11.2014.FDI and PPP in RailwaysCabinet approved 100% FDI in identified areas of Railway sector.Ministry of Railways has formulated sectoral guidelines on FDI.Investor’s meet was held to explain FDI to investors.More meets planned in future. Chhara port and Nargol port has been given.New Rail Neer Plant in Mumbai inauguratedA new Rail Neer plant has been set up at Ambernath (Mumbai) by Indian Railway Catering and Tourism Corporation (IRCTC), a Public Sector Undertaking of Ministry of Railways, the production capacity of this plant will be 2 lakh liters per day, This will improve availability of safe Packaged Drinking Water (PDW).Laying of Opticle Fibre Cable on Railway NetworkA total number of 1,329 route kilometres OFC has been laid. Cumulatively, 48,179 route kilometers (approx.) OFC has been commissioned over Indian .It will enable high speed internet connectivity and video conferencing facility.New lines and electrificationIn 2014-15, 1983 km of railway lines have been commissioned. This is the highest ever. In 2014-15, 1375 km of railway electrification completed. This is the highest ever.SAFETYGeo-spatial technologies for unmanned level crossingsIn a significant move to make Unmanned Level Crossings (UMLCs) safer for road users thereby avoiding accidents thereat, Geo-spatial technologies are proposed to be used with the help of ISRO. Under such technologies which combine Global Positioning System(GPS), Geographic Information System(GIS) and Remote Sensing, an alert message will be flashed automatically in the mobile phones of all the road users carrying GPS enabled mobile phones in the vicinity of an Unmanned Level Crossing, about the approaching train. CONNECTIVITY IN NORTH EAST AND J&K· Indian Railways completed Udhampur-Katra Broad gauge line in the State of Jammu and Kashmir bringing Katra on Broad Gauge Railway map· Lumding-Silchar Broad gauge section inaugurated giving seamless BG connectivity to Barak Valley of Assam· Meghalaya came on the rail map with the flagging off the first ever train from Guwahati to Medipathar in Meghalaya· The Prime Minister laid the foundation for a new line to take rail connectivity to Mizoram’s capital Aizwal· The Tripura’s Capital Agartala came on the broad gauge rail map· Meter gauge will be fully eliminated in North-East in near future· IR commissioned 545 KM of Broad Gauge lines in North East in 2015-16 in comparison to 110 KM per year from 2009-2014VII.PPP IN RAIL LINE PROJECTS· In 2015-16, Indian Railways generated an investment of Rs.15,000Cr through PPP. This is the highest achieved till now.· Partnership with State Governments, Industry is being encouraged to undertake coal and mining connectivity projects.· To encourage port connectivity projects, thrust has been given to implementation of projects under the participative model policy of 2012. Rail connectivity to Tuna Port at a cost of 142 Cr has been implemented in 2015. Also approvals under Joint Venture model have been granted to build rail connectivity to the ports of Jaigarh (Rs 771 Cr.), Rewas (Rs.349 Cr), and Dighi (Rs.724 Cr.)· Ministry of Railways for the first time has decided to launch three annuity projects Badrak- Nargundi 3rd line (900Cr.), Nagpur – Wardha 3rd line 550Cr. and Kazipet- Vijayawada 3rd line 1566 Cr in the current calendar year.VIII. FREIGHT· Massive rationalization of freight policies initiated· Merry-Go-Round system introduced to capture short lead traffic near steel plants and thermal power house· Post congestion charges withdrawn which will help in increasing traffic from the Ports to hinterland· Two-Point/Multi Point/Mini Rake facility extended to maximize traffic.· Roll on – Roll off scheme launched on Digha Rail Bridge over River Ganges near Patna. Under this scheme loaded trucks would be moved on the flat wagons to avoid congested roads across Ganges· Busy season charge withdrawn.· Automatic Freight Rebate Scheme for traffic loaded in Traditional Empty Flow Direction introduced· Computerized system to register demands for wagons introduced. Electronic forwarding note and Electronic Railway Receipts introduced to enhance efficiency and transparency in freight operations· Liberalised Wagon Investment Scheme, Wagon Leasing Scheme, Special Freight Train Operator Scheme, Private Freight Terminals, Automobile Freight Train Operator Scheme, accelerated to improve freight· Auto hub at Walajabad in Chennai Division developed for automobiles moment· Flagging off of Roll-On-Roll-Off(Ro-Ro) train Ex.-Bihta to Turki in Bihar.IX. SAFETY IN RAIL OPERATIONS· Working towards ‘Zero Accident’ Mission.· TPWS is a safety Automatic Train Protection (ATP) system conforming to European Train Control System (ETCS) Level-1. TPWS trials at 160 Kmph were successfully conducted.· 282 Level Crossing Gates have been interlocked with Signals to enhance safety.· A cost effective indigenous safety system – Train Collision Avoidance System (TCAS) is being developed indigenously by RDSO and the trails are on.· Pilot Project initiated for Improving Safety at Unmanned Level Crossing which include automatic warning to road users through flasher light and Sensing of Obstruction on level crossing and visual warning to train driversX. MISCELLANEOUS· In the last two years, 14 MoUs/MoCs/other agreements for cooperation in rail sector have signed with Railways/Governments of Czech Republic, China, South Korea, Canada, Kazakhstan, Slovak Republic, UK, Japan, Germany, France, Russia & Sweden.· Under Skill India Initiative, 53 locations across the country have been identified by setting up training centres· Indian Railways made successful arrangements to transport drinking water to drought-affected areas of Latur district in Maharashtra· Indian Railways lent helping hand during the Nepal earthquake tragedy by providing ‘Rail Neer’ bottles and by transporting Nepal evacuees· Railways also helped during the J&K floods· Railways were in the forefront in extending help to the Indian nationals returning from Yemen· Indian Railway weightlifters (5 Women & 1 Men) represented India in the Commonwealth Youth; Junior & Senior Weightlifting Championship held at Pune from 11th to 15th November, 201. All Railway players won medals in this Championship· Memorandum of Understanding (MoU) signed Ministry of Railways and PEC University of Technology for setting up of ‘Kalpana Chawla Chair’ on Geospatial Technology for Indian Railways at PEC University of Technology, Chandigarh.These are only 2 years achievementsNow compare with other ministerHope it helps
