Did a licensed pest control operator perform the treatment? If they did, it would have been reported to your local agricultural department. You can file a complaint with the Department of Consumer Affairs if they did not give you proper notice, Structural Pest Control Board.Now, if your landlord applied pesticides "under the table" or without a licensed pest control operator, they are in violation because they are applying pesticides without a license for commercial use (rental unit).The latter is a big can of worms. Really big. A licensed pest control operator will have standard bond of no less than $12,500 and insurance of no less than $500,000. Someone doing it illegally will not have insurance.I'm sorry for your loss, but without further investigation, I can't say that the application had any direct effect on your father's health. At the very least, you can pursue civil action if your land lord is breaking the law by cutting corners on health and safety.
