In the aftermath of the deadly 26/11 Mumbai Attacks , a need was felt to raise Specialized Local Units to combat terrorism and crime , modelled on similar lines as the popular Western Concept of Special Weapons and Tactics Units aka SWAT. Thus various SWAT and Commando Units were raised in almost every state of India , modelled on similar lines as the Western concept of SWAT and were imparted training and equipment knowledge by Army and NSG in the process.Uttar Pradesh Police SWATThese local units are trained to combat terrorism , extremism , crime and handle typical situations like Hostage Rescue and Room Clearing Jobs where they can storm terrorists and armed groups safe houses independently without involving Army or NSG at upper levels who would take longer to arrive.Maharashtra Police has its own dedicated SWAT unit named Force One which is deployed in all major cities of Maharashtra. Modelled on same lines as NSG , they will be the first responders to any terror attack in Maharashtra .Force One CommandosMumbai Police has its own dedicated Quick Reaction Team ( QRT ) to guard Mumbai Metropolitan Area and tackle terrorism and hostage situations .Mumbai Police QRTPunjab Police also has it's own dedicated counter terrorism unit named Punjab SWAT. They efficiently took on the Lashkar terrorists during Gurdaspur Attack.Punjab Police SWATUttar Pradesh also has a dedicated Anti-Terrorism Squad to tackle terrorism activities in the state.Uttar Pradesh Police ATS CommandoBesides these Andhra Pradesh and Telangana Police has got its own Counter-Terrorism Unit named Organisation for Counter Terrorist Operations aka OCTOPUS. Every state of India has its own strong and weak areas. The difference between the states that has high GDP growth versus those who lag behind them depends on the fact how well the strengths are explored and weaknesses are rectified.If we discuss the same about the above mentioned states:BIHAR:Strengths:Rich historical significance, rich heritage, art and culture and many tourist cities.Flat fertile plains, suitable for agriculture and scope of inland navigation.High demographic dividend.Challenges:Mineral deficient state, casteism a prevalent concept.Rigid government and bureaucracy.Low literacy rate (61.8%), infrastructural deficits and technological deficits and unskilled manpower.Things that can be done:Development of e-governance,transparency and promotion of tourist areas like Bodh Gaya, Rajgir etc:The main detriment to development of this state is rigid governance, corruption and lack of information exchange between the government and people.The thing that needs attention over here is increasing the government’s accountability, transparency and promoting the G2P interactions.Bihar has many underrated tourist areas of Buddists, Jains, Sikhs, Hindus and Muslims. The tourism in these areas should be promoted.Massive infrastructural, agricultural, food processing, inland waterways and technological development:Bihar lags behind many states in case of infrastructural development in areas like education, health, connectivity and urban areas development.Massive spending should be done to promote the development in the sectors like agriculture, health, urbanisation, technology development, primary and secondary education.Improving connectivity and village development should also be one of the prime areas that should be improvised.Promotion of Arts and Crafts of Bihar:Bihar houses some of the rare ancient Indian art like Madhubani/ Mithila art, Sujini, Khatwa work etc.Promotion and marketing of these art will give considerable revenue to Bihar.ODISHA:Strengths:Rich history,amazing architectural heritage and mindblowing art and culture.Long sea line, backwaters and quite well developed fishery industry.Endowed with rich mineral resources,industrial cities like Rourkela and diverse flora and fauna.Challenges:Governance issues, naxalism and infrastructural and technological deficits.Concerns of tribal population (approx 22%).Tourism is not that well developed as it should be.Things that can be done:Massive promotion of tourism, art and culture, e governance etc:Odisha has rich history that endows it with mind blowing architectural majestics like Sun temple, Jagannath temple, lingaraja temples etc.Development of tourism and promotion of arts like Pattachitra, Sambalpuri etc on a big scale will help in increasing the revenue of the state.Infrastructure and smart city development:Development of infrastructure should be given the prime importance in the areas like urbanization, health, education, rural and urban connectivity, electricity etc.Development of planned city growth with proper facilities like sanitation, electricity, water should be given the maximum concern.Agriculture and fishery development:Modernization of agriculture is the need of the hour today for Odisha.Development of proper water conserving irrigation systems, checking the post harvest losses, food processing industry etc should be given the prime importance.Odisha is having a good coastline (485 Km) and presence of many backwaters, lagoons and rivers is a big plus point in development of fishery industry.The latest and best techniques for fish rearing should be employed to give a big push to the fishery industry of this state.Tribal skill development and tacking naxalism:This states houses considerable percentage of tribal population (Kondha, Santhals, Ho,Bonda etc.) whose talent is mainly un-utilized. It was the tweet by Mr. Baijayant panda after the Odisha police arrested a press reporter of OTV. Now it draws the attention of the national news channels as well as the regional news channels. Those who have now twisted the tweet and portray and color it in a different way, what we call them a con leader who was looking for an opportunity to happy his boss or lack of English knowledge to understand or translate it. It is very strange that a party whose president does understand only English and no idea and interest in Odiya, how he could be convinced with the follower's statement on the above tweet.Let me elaborate it well -Odisha Police -A complaint was lodged by Keonjhar MP Ms. Chandrani Mumru at the time of early March/April 2020 and police arrested 2 persons related to it. Now suddenly progress made by the investigation agency that MR. Ramesh Rath was involved in that crime and tried to hamper the modesty of Ms. Chandrani Mumru. But my question is why it took 18 months to find get the progress and why the MP Madam - Ms. Chandrani Mumru was quiet for a long period.Few Questions -As a lawmaker, if she is not capable to get justice then what about the common people?Now she is alleged that Baijayanta Babu and Mrs. J Panda are protecting a culprit, what made you convinced that the alleged person is the culprit and Panda babu is protecting him?As per your video statement uploaded on Twitter stated that due to Panda Babu you are not getting justice? do you indicate that the Administration, Law & order, and judiciary are influenced by him? are you questioning the power and leadership of our Beloved CM Naveen Babu?In the 18 Months period how many times she followed up with the investigating agency on the progress?Otv & Baijanta Babu -The administration department isn’t happy and very much upset with Otv reporters and the Otv channel. But the recent news covered by the senior reporter Ramesh Rath on flood area situation and CM’s visit to the flood-affected area created controversy. As per his report and information, the CM didn't visit the flood-affected area. What is the truth it can be known by the RTI report only? Mr. Rath was arrested or summoned or asked to come to the police station, but it was still suspense on what ground police took him?Where the police went wrong -In a democracy where the press/media is the 4th pillar of the constitution, is it fair to arrest a reporter without any report or warrant?Did the police summon the Senior press reporter, Mr. Rath, to the police station?Is he a criminal or anti-social that you forcefully put him in the police Van?Why the police didn't inform anything to his family or office?Why his phone got switch off by Police, which is a medium for him to ask for legal aid?What are the allegations and charges were imposed on him and did it deliver it to his advocate or family?is it good for society if the police department is biased by political influence?Why Mr. Panda compared the Police department of Odisha and Maharastra with Pakistan -When someone is good in the study we compare him with a scholar student or a legend and vice-versa. In this case, as the act by the Odisha Police department was really very bad and dangerous for the constitution and leading the society to autocracy or military raj, he compared the Police department with Pakistan. When you do illegal activities and unconstitutional works then why you complain that people are criticizing you and malign your image. To be good or best you need to struggle and fight the whole life with the bad or evils, but to be an evil or bad guy, one second is enough to kill the humanity & discipline inside you.Political reason -The way Mr. Panda, and Mrs. Aparajita sarangi is reaching near people and their political growth in the national politics, it disappoints their political rival party and could not see & tolerate their success. It is a clear cut case of Political Vedanta. It is not new in Odisha politics. So many political leader’s careers were destroyed by the leading party of Odisha. If you want to act and react in politics then join the leading party. In Odisha, you have no option to do politics in opposition parties. If you do then you have the capabilities to bear the wrath of the ruling party. Some veteran said that we saw this kind of politic when Late Jyoti Basu Ji was the CM in West Bengal and now we are seeing it in Odisha.Who is Mr. Sasmit Patra of BJD -He is an MP of Rajya Sabha from Odisha. In 2019, he was elected on a BJD ticket. He was completed his MBA from Allahabad university in OB and before to politics he was associated with XIMB, Bhubaneswar as an associated professor. His contribution to the party is he can argue well the opposition with & without logic and shouted well. Mr. Sasmit Patra gets a good response from the public due to the confusion of the name Sambit Patra, Spoke person, BJP. As a master in Management, he knows what it takes to make happy his boss without work well and show up.The consequence -Trying to shut the mouth of the Media house by Forcefully or by the mean of fear, is not good for democracy. As the 4th pillar of the constitution it should be steady and strong.
