A good friend of mine is an election judge here in Austin Texas. After Texas passed strict voter ID laws I asked him how many people were being turned away for lack of ID.He told me that occasionally a person shows up, usually an elderly person, without one of the valid ID cards. For several years, I worked as the Tech Director for Runbeck Election Services, a processor of mailed ballots for several counties in Arizona and across the United States. The sorter is preloaded with the Voter ID’s and signatures from voter registration cards and when a ballot is received to their facilities, the ballots are scanned at speeds approaching 60 MPH. A high-speed camera reads the barcode and accesses records of your signature, then it takes a picture of your signature on the outside of your security packet (the envelope you return your ballot inside). The two photos are compared using technology similar to that of fingerprint scanners. The system looks for points of comparison and scores the signature for matching points.If the signatures are verified, the ballot moves the next two feet (I’m not joking. It happens that fast!) and gets sorted by precinct/parish/voting area along with the ballots of your neighbors for return to the County for official counting.If the signatures don’t score high enough, they get dropped into an out-sort bin where they accumulate with other questionable signatures. Usually, the sorter operator will take those ballots and give them one more chance through the sorter to see if they verify. If they do not, they get turned over to the county where a group of election supervisors, made up of members from at least two different parties, will look at the signature and decide as a group whether the signatures match enough to proceed to tabulation.This process works. It is highly accurate and backed up by a non-political panel of judges with the responsibility to sort out problems and verify ballots. Because the Indiana state police raided the office of a nonprofit organization that was registering a lot of African-Americans to vote, and seized their paperwork, computers, and phones, one week before the voter registration deadline.The state police said they had received reports that the Indiana Voter Registration Project was taking “fraudulent” applications for registration, and that “at least ten” of the registrations seized were fraudulent in nature.This all sounds very reasonable.However, as a general rule, BY LAW, groups that register voters are not permitted to go through the registration forms in advance and cull out the “fraudulent” ones. There are always a few jokers who try to register under names like “Mickey Mouse,” but most frauds are not nearly so obvious, and as a matter of public policy the organizations registering people should not have the discretion to pick and choose which forms to file. Imagine the damage to democracy if organizations could go through and cull out all the new Republicans, or all the new Democrats. This would be unacceptable. So their job is simply to collect the forms, and the voter registration authorities in the various counties are responsible for identifying any that are not valid.In the absence of any compelling evidence that a voter registration drive is engaged in wholesale fraud, it is never a good idea to disrupt voter registration activities in this way, unless your real objective is to minimize the number of citizens who are allowed to vote… which, sadly, is almost certainly the real explanation.Group accuses Mike Pence of voter suppression after state police raid registration program in Indiana
