Cheer up,we’re just starting!Task 3: The toolkitThe secret to becoming great is to pretend that you are one.For that,surround yourself with loads of books preaching in Mathematical philosophy.The ones I remember fondly are,Challenge and thrill of Pre-College Mathematics: The best book on geometry for RMO.Starts from scratch.Use it for your geometry lessons.INMO by Arihant publications: The perfect resource book. Use exclusively for Algebra and the practice papers.Problem primer for the Olympiad: Perfect for revision. Has around 100 standard problems with solutions along with the formulary. If you don't know where to start,here it is.There we have the main resource books.Along with that,if you want to improve your logic and intuition,you may check out Mathematical Circles and Problem Solving strategies by Engel.Task 4: Start the grindThe most time tested strategy is practice.Get your hands on all previous RMO and pre-RMO papers and solve and study them.Even if you are shy of the books,practicing papers is a must. Understand your weak areas, and strengthen them using the books or solutions.Task 5: ThinkThink.Explore.Understand. Try out your own methods. Discuss with friends and teachers. There is a book by Terence Tao on Olympiads titled Solving Mathematical Problems: A personal perspective. I recommend it. The pdf copy is available online easily.Read its preface.You will realize Mathematics is indeed fun and elegant if approached in the precise way.Remember,the best answer to any problem is also the easiest.So, I attempted at a strategy for your RMO preparations.I was not gifted enough (read lazy) to clear INMO.I leave you alone in the dark for that.Time seems to be enemy for RMO.You have KVPY and JEE to worry about too.But, I think RMO infact,compliments and enhances your prep for other exams.You gain intellect and intuition for the same.Infact,I spent only one month in full RMO preparations,right after KVPY.I think it's worth the time,honestly.So there.I leave you now.Kudos!You have reached the end.All the Best!And remember again,What one fool can do,another can as well !

Though I am not sure exactly what you mean by “legal stipulation”, there is a federal standard form completed by incoming staff. You can download the SF-86: Questionnaire for National Security Positions at the US Office of Personnel Management’s Standard Forms page. (It’s a 136-page PDF.)There may now be a supplemental questionnaire completed by potential Cabinet secretaries, senior staff members, etc. The legal history unearthed in Rob Porter’s background investigation would already by covered by the SF-86 and related interviews. Less obvious issues get added to vetting processes after lessons learned the hard way. For example, in January 1993, Zoe Baird withdrew from the confirmation process to serve as U.S. Attorney General after it became known that she did not pay Social Security taxes for a household employee. Ever since then, questionnaires cover employee taxes, whether or not such questions appear on the SF-86 or similar government forms.As to the aftermath of the current scandal, any standard background check would reveal the charges filed against Rob Porter, and the fact that a judge issued a domestic violence protective order. And the standard SF-86-based background investigation DID reveal this. John Kelly and others in the Trump Administration chose to overlook the evidence and the inability of Porter to obtain a permanent security clearance.
