Medicare is health insurance for American citizens who are vested in Social Security by way of the FICA taxes, 7.65%, deducted from every person’s paycheck, 6% going toward their Social Security retirement or disability if they are injured or become ill with a long-term illness like cancer, kidney failure, TB, etc; 1.65% is paid toward their Medicare, which kicks in after they have been disabled for 24 continuous months or after they retire. Medicaid and SSI are programs that applicants must meet income and asset criteria to be eligible for, with the exception of the elderly receiving SSA amounts below their state’s federal standard of living. Social Security Disability or SSDI for disabled who are vested in SSA and SSA retirement are actual entitlements because the recipients are entitled to these by virtue of paying into the programs their entire working life with their FICA deductions.Working for the state, the only thing that bugged me was when legal immigrants with permanent resident green cards and those who obtained their citizenship applied to sponsor their elderly relatives to come to the US, (our office had a large contingent of Koreans living in Tacoma) they signed a sworn statement that they would support their relatives and not apply for state assistance. Damn near the day their relatives arrived, they would be in the welfare office, applying for SSI and Medicaid as their parents had no assets and no income and THEY GOT LAID OFF FROM THEIR JOBS THAT DAY. We had no choice but to open their parents on SSI elderly, sending the info across the street to the Social Security office where they’d automatically enter it into their system and we’d print out an SSI-related Medicaid coupon. Their adult children would not apply for anything because miraculously they’d be re-hired the next day. Once a person is opened on SSI aged they continue to be eligible unless they come into a large amount of money.
