How does Medicaid differ from Medicare?

Medicare is health insurance for American citizens who are vested in Social Security by way of the FICA taxes, 7.65%, deducted from every person’s paycheck, 6% going toward their Social Security retirement or disability if they are injured or become ill with a long-term illness like cancer, kidney failure, TB, etc; 1.65% is paid toward their Medicare, which kicks in after they have been disabled for 24 continuous months or after they retire. If not disabled, you must be 65 or older to be eligible for Medicare, which pays 80% of doctor/hospital bills per Medicare’s allowed charges to doctors/hospitals/labs who accept Medicare. Most people buy supplemental insurance to cover the 20% Medicare doesn’t pay.Medicaid is part of the federal government’s federal welfare which reimburses each state just over 60% of costs incurred by each state. While Medicaid is administered by each separate state with their own guidelines and eligibility criteria, the criteria from state to state are very close, most depending on the standard of living in each state and tied to the federal poverty level in each state. The federal poverty level in NY and CA will be much higher than that of Arkansas or Alabama. This is also tied to SSI, federal welfare, Social Security Supplemental Income, paid out of the general fund but administered by the Social Security Administration. Using round figures for easy understanding, if an elderly person retires and only gets $800 a month Social Security and the SSI standard of living for their state is $900 a month, that person will get an $800 check from SSA and a $100 check from SSI each month. If a person is eligible for one dollar of SSI, they automatically are eligible for Medicaid, which pays the $20% portion of medical bills not paid for by Medicare and also cover 100% of all prescriptions. Disabled people under 65 can also apply for Medicaid including children. Medicaid and SSI are programs that applicants must meet income and asset criteria to be eligible for, with the exception of the elderly receiving SSA amounts below their state’s federal standard of living. Social Security Disability or SSDI for disabled who are vested in SSA and SSA retirement are actual entitlements because the recipients are entitled to these by virtue of paying into the programs their entire working life with their FICA deductions.Working for the state, the only thing that bugged me was when legal immigrants with permanent resident green cards and those who obtained their citizenship applied to sponsor their elderly relatives to come to the US, (our office had a large contingent of Koreans living in Tacoma) they signed a sworn statement that they would support their relatives and not apply for state assistance. Damn near the day their relatives arrived, they would be in the welfare office, applying for SSI and Medicaid as their parents had no assets and no income and THEY GOT LAID OFF FROM THEIR JOBS THAT DAY. We had no choice but to open their parents on SSI elderly, sending the info across the street to the Social Security office where they’d automatically enter it into their system and we’d print out an SSI-related Medicaid coupon. Their adult children would not apply for anything because miraculously they’d be re-hired the next day. Once a person is opened on SSI aged they continue to be eligible unless they come into a large amount of money.
