I don't know much about linguistics but if you're asking about the "awkward" syntax of Filipino English my guess is it's probably because English usually follows the subject - verb - object syntax while Filipino grammar (at least the pangkaraniwan, or normal construction) has the verb - subject - object syntax. So a Filipino, when constructing sentences in English, might gloss over the appropriate syntax and blurt out a phrase that sounds awkward to a native English speaker.Lack of agreement (of verbs with their subjects, and lapses in plural forms) is also common among Filipinos talking in English. But I guess it's because in Filipino, there is no such thing as subject-verb agreement because there's only one conjugation of a tense.
