Below the summary is long list of individual policies he called for throughout his campaign.Summary: A John McCain Administration would have changed the federal government in a few ways but I don’t think much differently than what Obama eventually did.He many reforms that candidates push for (even today) by making government more efficient and the country more safe. Some of the highlights include cutting waste, fraud, and abuse (which might cost just as much trying to combat those issues), reforming the tax system on the margins (making adjustments to individual and corporate rates), and further supporting active and retired servicemembers (larger forces and more benefits). Each of these proposals would likely have had support in Congress, even after the Democrats swept in to control of both chambers.He also was trying to combat the recession by providing mortgage relief and supporting reforms that many politicians trumpet amidst a crisis (more education, greater energy access, and a call for more law and order in the form of immigration reform). To varying degrees, these items were in the Obama Administration’s agenda and some made their way into the American Recovery and Reinvestment Act (aka the stimulus). I think it’s safe to say that Congress would also have supported a President McCain’s recovery package, though it would be smaller than the stimulus (to Krugman’s dismay).As far as health care, McCain was no Obama but there are seeds of the Affordable Care Act through his platform. He wanted to establish plans (one could call them pools) for folks with preexisting conditions, he wanted to greater focus on preventative care and disease research, and (to a certain extent) digitize the medical field. Much like the stimulus provisions, Congress would likely have supported some form of these reforms, though a Republican president would not have approved anything as expansive as the ACA.When it comes to foreign policy, McCain would have likely been at odds with Congress. The War on Terror was still in full effect (McCain was in no mood to define troop withdrawals or even to make substantial reductions until conditions drastically improved) so he would likely maintain what he could with a Congress trying to tighten the military belt. It’s difficult to know if this would also transfer to Homeland Security or not (I think it would as mass data collection and police abuses became more prominent).Notice I didn’t mention anything about Sarah Palin? That’s mostly because Vice Presidents don’t do a lot of agenda setting. Dick Cheney was one of the more prominent VPs but think of Al Gore or Joe Biden who used their connections to get things done. Palin didn’t have a lot of Washington connections or specialization so maybe she would chair a few task forces and the like but overall, she would not greatly contribute to a McCain presidency. However, when McCain was done and she was the presumptive successor, that’s a whole other story…One more tidbit is that the Tea Party might never have coalesced. No Obama to rile against after Dodd-Frank, ARRA, or ACA all passed. This might also apply to the Occupiers, who would feed disenfranchised with a Republican in the White House. One likely thing is that the major parties would continue on with business as usual (similar to today but with less complaining).The Details: McCain’s campaign included lots of individual items, many
