Homeless, housing insecure, seniors, veterans, disabled, living with minor children, living locally, crime victims, etc. All get a preferred rating for making the lists. Noted: Single persons are low on the priority, but have more housing choices. Larger households get a higher preference for making the list, but there a fewer locations that accept large households.
