And the answer to that is, “nobody.” There will be no single world hegemon after the United States.The end of the Pax Americana — which is coming, to the chagrin of the elites in Washington — will not result in the replacement of the United States by a single superpower. There will simply not be a world hegemon, only isolated spheres of influence with their own internal politics. Will the Chinese influence this? Yes, but not in the way you think.The big problem with all the current predictions is that they either understate or misunderstand the role that technology will play over the course of the 21st century. The technological changes that are already casting their shadows over the world are those of decentralization, and this decentralization will take place on the local, national, and even international levels. There will not be another world hegemon after the United States because the coming technological age will create a context where there are no hegemons, because no single actor will be able to hold down control the way the United States does now. This is not a case of “multiple globalizations,” per se. This is a case of increasing nationalism, perhaps with some small wars, but not in the way that WWI happened. We’re talking about a future in which nation states retain autonomy and operate within isolated spheres of influence, insular, but not “globalized” within their context.I won’t waste too much time enumerating the technologies that will do this. Information technology is important, of course. The supposed irreversibility of economic entanglement is a lie. That argument was made shortly before the first world war. Not that we’re heading for a third one, but the supposedly irrevocable nature of economic entanglement making integration inevitable is just wishful thinking by a group of pious humanists who happen to have a lot of pull in institutions that manufacture public opinion. Technology — many kinds of technology — will make that economic entanglement much, much looser, if it stays at all.This answer will not be popular, because nobody wants to hear it. People who do not like democracy and the current liberal-democratic world order — with whom I have some sympathy — will poo-poo this answer because they’re hoping that China will upend that order. People who are patriotic or supportive of the United States will disregard this answer because they want the Pax Americana to last forever.But the truth is, there will be no hegemon in the coming century. Only isolated spheres of influence, with a high degree of independence between (and within) those spheres. There will be no world empire, no single standard-bearer for the globe.
