This is an interesting principle but almost impossible to enforce. Schools are one thing; I believe this would be impossible to enforce in larger public spaces — movie theatres, markets, gyms, community centers, etc.And, by unvaccinated minors, do you mean all minors not vaccinated against all childhood diseases, only respiratory pathogens, or include HPV at adolescence?Isolation and quarantine are also generally managed — in practice — at the local level with State Dept of Public Health guidance and directives from the Centers for Disease Control. Based on well we did with the vaccine programs against H1N1 in 2009, I think we have a lot of work ahead to bring all US jurisdictions into even 95% childhood immunization coverage. I worked in California on the H1N1 vaccine campaign. And, I worked in Baltimore and NYC during major tuberculosis outbreaks in the early to mid 1990s.I commend both NYC and Rockland County, along with the counties in Washington State for showing how to get this done.
