I'd say there is no commonality apart from uncommon capability.In both cases you mention, political experts starting talking about these men as realistic contenders for the Presidency many years before they became well known. I'm not suggesting that there is any political cabal that has the power to choose these people at all - I'm merely saying that only a small number of people can name the Governor of New Mexico unless they live in or near that state.People's "stock" rises and falls. Fred Thompson was once considered almost even odds to enter the race and win the 2008 nomination. He never got off the ground and people stopped talking about his chances.The parties have an interest in grooming people and introducing them to the country. That's why Bill Clinton and Barack Obama both had speeches at conventions before they even declared they were running for President. Most people don't know that Sarah Palin was already scheduled to speak at the Republican convention in Tampa Bay, before she became McCain's running mate.You mentioned a Senator, but the last Senator to become President before Barack Obama was Lyndon Johnson. I prefer Governors, who have a different skill set. They have to learn how to deal with intransigent legislatures, and they have to actually get things done. The Senate is often referred to as "The World's Greatest Deliberative Body", but deliberation and debate are somewhat easier than execution and accomplishment.Above all, people have to want to be President. Frankly, you have to have a certain sort of insanity. The job can literally kill you, but in every case you age ten years for each four year term. From the time you become a serious contender, you get almost no rest. You can't just joke with friends because what you say and who you are with is a matter of public interest every minute of every day. I'm not sure it should be, but what it does is assure that whoever is elected to the Presidency is extraordinarily well disciplined in their conversation, and that's a good trait for a President even if he or she is alone with a foreign leader.So you can't be drafted, no matter how much you want to create that impression. If you want to be President, you have to be a credible possibility, and then from there you have to work on your own initiative. You have to volunteer to go speak at every stupid county fair and party meeting that you can possibly get to. You have to help dozens and dozens of other candidates raise money. Contenders get a sudden interest in touring Iowa and New Hampshire, the states with the first two primaries. (Iowa has a unique caucus system - not a convention or a conventional election. But anyway, when Rudy Giuliani had a strategy that consisted of skipping these little states and kickstarting his campaign in delegate-rich Florida, it became a case study in why nobody ever does that.)So I've talked a little about this, but there's no formula. If there were, everyone who looks in the mirror and sees a President (famously, the entire Senate is said to have this affliction) would just follow the formula.
