It would be nigh impossible to put a figure on this, because much of the technology was bought as acquisitions, and much of it was developed in-house for other purposes, and is then used for Apps. Even the original GMail service, which was developed in-house as a 20% project, depended on a large amount of other infrastructure and technology.In total, there are probably (I don't have any good information on this, this is just an estimate) hundreds of engineers working on Apps full time, and they have been working for a good number of years. Plus some portion of the infrastructure engineers. You're looking at maybe 1-2000 engineer-years of R&D. That's billions of dollars of R&D effort. Plus you have the infrastructure itself, and to run the service with the level of performance, scalability and reliability it has, you'd need probably billions invested in datacentres and networking.To create a GMail-like system from scratch, built on common infrastructure and technology, and designed to support a small initial client base, would probably be doable by a small team in a year or two. You could possibly build a good approximation for a few million dollars if you're just wanting to get the basic functionality and don't need to serve millions of users.

Let’s say your skill is to draw. You can draw anything. You can be a tutor of arts for 20 dollars /hour.Or you focus on drawing horses, and horse only. You finish horse paintings. You are famous for your horse, and people love it. Build a skill. And find your audience is easy today with social network. Don’t bother what is your interest or where did you go to school. Build a skill, and build a crowd.
