I take it that by “Mastering the Rasengan”, you mean the basic jutsu in itself rather than the elemental addition that transforms it into the Rasenshuriken, which only Naruto ever did. With that in mind, lets go through the list.First there’s Minato, the Fourth Hokage, who invented the jutsu in the first place, basing it off the Bijuudama and working in it for three years to achieve the results he did. He however died before ever getting the chance to achieve the next level of the technique.The next one to learn it is Jiraiya. Non Canon sources, AKA Naruto Shippuden Movie 4: The Lost Tower, imply that rather than learning it from Minato, Jiraiya reverse engineered it and managed to master the technique pretty much by himself in about three months if memory serves me right, though don’t quote me on that part. Much like Minato, he never did manage to add an element to his Rasengan.The next one to learn the Rasengan was Kakashi who, being Minato’s star pupil, was naturally taught the jutsu by its inventor. Of all its users, Kakashi is the only who never added the Rasengan into his roster of Jutsu, and has only used it in training to showcase his knowledge of the jutsu to Naruto. That’s because while he also failed in adding an element to the technique, he was able to create a jutsu out of it, one he favored in using over then normal Rasengan, that being the Chidori and later the Rakiri.Then there is, of course, Naruto. How he acquired the jutsu or who might have taught him are both currently unknown.I’m also editing this in because I kinda hoped everyone else would forget about this. Evidently, they didn’t.There’s the one crappy filler arc covering the Sage and his children’s backstory, an arc that made me really pissed off with how much potential it had and how it was absolutely butchered, essentially going the easy route and making Indra a badly written Sasuke-Madara amalgamation, while Ashura in turn became a badly written Naruto-Hashirama amalgamation.In this arc, Ashura uses the technique you see above. A Rasengan-like jutsu he throws at people. This implies that Minato never created the jutsu, and in fact somehow copied it from another guy who’d been dead for a thousand years, or at the very least unknowingly recreated Ashura’s jutsu. I’ll leave what that means for the reader, but personally?That’s bullshit.
