This is going to be a longer answer, but since it appears from your profile that you don’t live in the US, I want to provide as much detail as possible.The United States is organized around the concept of federalism, that is, a single national government (the federal government) as well as state and local governments. Each layer of government is going to have its own court system: there are federal courts, state courts, and local/regional courts. Most criminal law in the US is handled at the state level (90%), but there are also federal criminal laws, and violations of such laws are prosecuted in the federal courts. The trial courts in the US federal system are called district courts, and the United States is divided into a series of judicial districts. For example, the Houston area and southern Texas comprises the Southern District of Texas, the area around Los Angeles is in the Central District of California, and the entire state of Connecticut (which is a small state in size) is considered the District of Connecticut.The US Attorney is the head prosecutor in each of the federal judicial districts. He/she is appointed by the President of the United States, and serves at the President’s request. It has become a common practice in recent years for a newly-elected administration to replace all (or the vast majority) of the previous administration’s US Attorneys.
