Has there been no development, or has the development just not been as fast as a hypothetical you have in mind? The difference between one and the other is in killing twins after delivery and Nigerian twins joined at the chest and abdomen successfully separated. No development is having to trek and ride camels from Lagos to Addis Ababa, instead of flying there in a plane piloted by Africans.Ethiopian Airlines operates first all-female flight crew in AfricaI could go on and on, but I am sure that my point is taken: do not let perfection be the enemy of the good.The issue is not a lack of development, you likely want to know why it is not widespread, and in most cases not world-class. My answer is informed by my experiences in Nigeria; hopefully, the lessons therein are widely applicable to the continent.The primary issue is one of education. Societal development in a modern economy is impossible without an educated populace. This is even more indispensable in a mass democracy. The problem is that education has been confused for credentials at best, or dismissed entirely at worst (Bill Gates and Mark Zuckerberg dropped out™).An easy enough scenario to imagine is a car full of lawyers breaking down on the way to the airport and a roadside mechanic arriving to fix the car. Two things stand out:The lawyers and the mechanic will not able to communicate in English. They will either speak pidgin or vernacular.A poll of Nigerians will likely show that a majority consider the lawyers educated, but not the mechanic.We inherited the buildings and processes the British left behind and kept at it. Like an out of control vehicle, it will keep going until it runs out of fuel or meets an immovable obstacle. To restore control, we must ask what it means to be educated?I see education, first of all, as the training in a common mass language vital for functioning in a modern economy (Lingua Franca+Maths). Second, it is a process of specialisation, ensuring widespread mastery, throughout society, of the probably infinite number of skills necessary for a modern economy to function. In my view, the mechanic is as specialised as the lawyers, just not as well-trained in a common language. The failure to develop a common language is one of those developmental challenges on the continent where sentiments, a lack of capacity and the myopia of the middle-class intersects.Teaching children a common language is a task for pre-tertiary education. In Nigeria, like most African countries, the pre-tertiary system has broken down. First, we lack a system to train a large number of qualified teachers.Second, most Nigerians are poor, rural and often, both. They are either the first or second generation in their family to receive formal western education, so their immediate environment is not primed for success. English is rarely, if ever, spoken at home; children have to work to help tide over family incomes, nutrition is lacking etc.Third, and not least of all these problems, because the middle-class is rich enough to skip public primary and secondary education, they show little concern about its quality. Instead, they have overseen a shift in attention and scarce resources to tertiary education. This is why many Nigerians are completely illiterate, most are functionally illiterate, and the majority lack the combination of English and Mathematical literacy necessary for tertiary level education. Nigeria has an out of school population of more than 10 million, and of those who fight through the gauntlet to complete secondary school—roughly 2 million per annum—only about 400,000 have the qualifications to be offered admission at a public university.The paradox is that the hogged resources at the tertiary level are only good enough to create credential mills. Ideally, the role of a university is as a research institution; but in Nigeria, at least, that has been overtaken by a credentials arms race. Now, the role of the university is helping people avoid the stigma of ‘not being a graduate’. All people care about is the certification; education and your graduating grade are now surpluses to requirement. That is why South Africa’s research output is about 40% greater than Nigeria's. South Africa, Egypt and Kenya are the only African countries that register—barely— in global rankings. Even they are dwarfed by tiddlers like South Korea, Israel, Singapore, Belgium, Denmark etc. Country outputs | Nature IndexPriorities need to be realigned:Mass training in a common language is essential.Education is a continuous societal task.Research institutions should either research or be pruned.At this point, political disagreements come to the fore. From my perspective, the solution is obvious: Universal Nursery, Primary and Secondary education. Every village should have a Nursery and primary school, and every local government must ensure facilities for a 1:25 teacher/student ration. Nursery and Primary school periods should be lengthened well into the evening, with lunch and dinner guaranteed. At the secondary school level, everybody should board. This should eliminate both calls on children’s labour at home and an environment where English is not normative. English-speaking must be compulsory and enforced! All promotion exams should be centrally and anonymously marked. People need to be made to understand that it is because people do not repeat at lower levels, that there are mass failures at higher exam stages.The goal of the previous reforms is to grant the young adult, by the time they have graduated secondary school, the necessary skills they need to navigate and thrive in modern society. They may then choose to specialise in any one of many skills, many of which do not require a university degree, like our mechanic example from earlier. A trader is another. Most skills are the result of company training, autodidactism or apprenticeships. The State can enact market reforms to attract foreign companies and their training, build libraries en-masse (why English is vital) and link apprentices to masters, it is unsustainable though to keep subsidising degrees in Theatre Arts when a secondary school graduate can join a troupe and work their way up.Some universities offer specialised training: medical school, law school, the defence academy, etc. This should be encouraged and the burden of undergraduate certification from research institutions reduced with some degrees abolished altogether. I see no reason for Language and ‘International Relations’ undergraduate degrees. The reduction of standards and the bloating of the undergraduate population must stop! At the faculty level: publish or perish, at the applicant stage: be in the top 10% of your institution’s applicants or fail. The amount of underserved, poorly trained undergraduates can only be reduced by improving the quality of the staff and the facilities at the university while reducing the number of tertiary entrants and shifting major resources to pre-tertiary training.Schools are not the tunnel leading to development, they are more like one of many tributaries flowing into the river. The policy of any society pursuing developed status is to ensure that there are no barriers to the flow. All developed societies developed at a time when, like African countries today, they faced a problem of elders outside the new economy and a shortage of skilled workers. Schools only helped ensure that the next generation possessed the needed skills. Companies, self-improvement societies, cooperatives and unions were vital in ensuring the immediate spread of needed skills. I have focused on what are, in my opinion, the deficiencies of the educational system. That should not distract from the fact that education is not, and must not, be restricted to schools alone. Schools can only train for the future, it is society that choose its pace of development in the present.
