I haven't been a maid but I have had a number of Filipina maids and thought long and hard about managing their performance.Basically it is a big arms race. A Chinese family imports a Filipina via an agent from the Philippines. The biodata they have tells them very little about the girl. She is a commodity. The girl has no choice in her employers.She gets on to a plane and is then given some additional training and coaching in arrival in Singapore. This is primarily to protect the agents who often offer a guarantee of supplying a replacement if the first maid is rejected.The agencies are often run as a joint venture between Chinese and ex-maids. The ones I've seen work hard to present a nice outward face to customers and a reign of terror on maids. Cutting of a maids long hair is a serious threat and is done (most maid contracts have explicit clauses prevent employers cutting maids hair as it is hugely offensive. Almost the same as forcing a Muslim to eat pork).At the agency, though, they meet other maids and start to get the tips and tricks that they need to survive.As far as I can see many Chinese families treat their maids really badly. On the other hand, most maids are minimally compliant and don't care for their employers interests.The key thing here is causality. Having had 10+ maids over the years we've tried a few experiments to figure out why things work the way that they do.One that we did was the isolation of a new maid. We paid her extra for no time off and never let her leave the house. Her work was consistently good. When we started letting her leave the house, performance degraded rapidly once she made friends with other maids in the condo.Being an MBA guy we worked through a bunch of management theories to get performance back and the only way that we got any significant performance improvement was through terror, coercion and threats. Not the way we wanted to live and so she went back to the agency.This though seems to be a common cycle. Maids share information amongst themselves to maximise their benefits given that they are in a very low power position.My wife runs a local organisation that tries to prevent abusive behaviour by maids. The point is that whilst apparently in a low power position the maid has the ability to inflict a lot of covert damage on the family without being detected.But families know this and for what I've seen Chinese families achieve a lot more out of their maids than Westerners do by consistently applying harsher management techniques.Each tries to subvert the other and the end result is pretty horrific and a case of terrible industrial relations.There are exceptions. I was talking to a Singaporean women last week who had had her maid for 27 years and who subsidised her treatment for leukaemia and paying for her funeral (she did defray the expenses from the donations received).
