Though military service in USA is, and has been since the Vietnam era I believe a short (2 year) compulsory service would benefit both the government and the young people serving. Certainly not all introduced to the regimented and highly structured environment of the military will like it, some may not even be able to sustain it for a full two years for one reason or another. Basically the member gives up some of the freedoms and “niceties” afforded to the general civilian population to support and defend his or her countries interest. It installs pride, team work, a tremendous comradery, and beyond all the military specific training it builds an overall commitment to a cause and good communication skills. Not all military people are great leaders, but if you can lead “in the trenches” (with bullets flying), you can lead anywhere (assuming you don’t get your head blown off, of course leading an specialized group will require further training in the specialized area). Pros (in my opinion, but I served USN, not the Czech Army): world travel, money for college or practically any other training I desire for 15 years after completion of service, medical and dental fully covered (myself and my family), I completed 20 years so I’m eligible (and my wife if I am with her) from any base that has flights with space available on the plane (that includes flights to other US bases as well as US overseas bases, there is a small costs but it is very small…space available and the nature of a military aircraft providing you transport does mean the flight may be cancelled for any reason at any time and nothing you can do about it, and potential of no available returning flight to where you started, in which case you either wait for another space available flight or pay a commercial airline to return home, so not so great in those aspects). I have access to any US base worldwide (though security clearances permit only those with sufficient clearance to access certain areas) which all but the smallest bases have a military commissary (grocery store) with very cheap prices on most of the merchandise, military retail stores, reduced ticket prices at parks (Disney World, Sea World, Disney Land, etc.), bases also have fitness centers, outdoor recreation (sports fields for a variety of different sports including swimming pools (some indoor pools on bases are used for aquatics training, not usually recreation), recreational rentals (small boats, canoes, kayaks, camping trailers, grills, etc.), movie theaters, base clubs with dining and some live entertainment at times), bases on the water have beaches for military only (and their allowed guest). Down side, long hours, uncomfortable environments (ship board living, bathroom shared with MANY other people, cold showers, and other adverse conditions, more long hours (watches at 2am, then back to your “regular duties” at 6am for 8–12 more hours, food-mostly OK, mostly not “gourmet”. You can’t “quit” (actually you can but with very negative consequences, though you also can’t get fired, unless you are a total screw up). I visited Croatia (Dubrovnik) and Trieste, Italy in 2000 but that is as close to Czech as I have been, would service benefit young Czechs in dealing with challenges, certainly I think it would; should it be mandatory, during certain conditions only (plenty of other ways of learning to adapt to challenges).
