How come the US makes a lottery for a green card?

The lottery for green card is its popular name, but its correct name is Diversity immigrant visa program, or DV for short.The DV program was established as part of the immigration reform act of 1990, but only fully implemented in 1995..Under current immigration laws, to get a green card, the beneficiary must have one of these three: 1) Family relationship: have a relative that is an American Citizen or green card holder; 2) Employment: be sponsored by an employer doing business in the US; 3) Having a Refugee or Asylee status.As one can see, people without any of these 3 requirements is out of luck. To remedy this, the visa lottery changed that because now everybody in the world has the chance to immigrate to the US, needs just to be lucky.The exemption to everybody is if the applicant was born in one of the countries that is over represented, meaning too many of them already living in the US, they cannot apply for the lottery visa. That is why, since the very beginning, citizens from Mexico, China (mainland born), India, and the Philippines were not allowed to participate. Only citizens of under represented countries, in actuality every country in the world except the 4 mentioned above, can apply for the lottery visa.Every year new countries are added to the list of over represented. For DV 2020, citizens born in Bangladesh, Brazil, Canada, Colombia, Dominican Republic, El Salvador, Haiti, Jamaica, Nigeria, Pakistan, Peru, South Korea, UK, Vietnam, are ineligibke to apply.The rule is BORN, meaning that if born in India, but acquired citizenship in Algeria, (s)he is inelegible to apply.Every year there are 50,000 lottery immigrant visas to be given.
