PDF Editor FAQ

Is the future of diligent railway traffic personnel brighter than generalist services since railway is going to be a big thing in coming industrial age of India?

I am a Mechanical Engineer and I wrote my Civil Services Examination (CSE) in 1989. I was doing my M Tech from IIT Delhi when I wrote civil services. Many of my friends and batch-mates were also writing Engineering Services Examination (ESE) then. Indian Railways used to the first choice for Engineers then and even now.The telecommunication service in India used to be very bad in those days. It used to take more than 2 years to get a landline connection from BSNL/MTNL as there were no private players those days.Indian Telecommunication Service (ITS) was accordingly getting very popular as these officers used to man BSNL/MTNL, which were part of Government then. Many candidates used to opt ITS even above railways. However, within a decade, BSNL/MTNL were corporatized and became public sector units. After two decades, we know the pathetic condition of BSNL/MTNL in India and the officers who are working in these organizations. Most of them have already joined other organizations.Indian Railways has to be privatized sooner or later.Government can’t run railways for long without compromising the safety of the passenger.Government doesn't have sufficient money to infuse into a loss making organization for an infinite period.Once railways is privatized, it will lose all the charm of a government service.A few brilliant officers would join the private entities and do well but most of the 14 lakh workforce of railways would suffer in the process.Unlike Railways, which is a service department and can be privatized or corporatized, the functions of IAS, IPS or IRS officers who deal with administration, land, justice, law and order and revenue can’t be ever privatized since these are the sovereign function of the government. You must make your choices accordingly.

If you had Rs. 120k crores, would you rather build a bullet train that would just facilitate a few thousand rich people or use the same for upgrading the already weak railways used by millions of people everyday?

I would spend it on the bullet train, which would be in addition to the regular railway trains we have, not instead of regular railway trainsWe spent on aircraft didn’t we in the fifties? Should we have spent the money on more and better trains and buses instead?Didn’t we spend on satellites and the internet? Are not the poor people benefiting. Should we have spent it on improving our radio and TV instead? We spent on telephones in the forties and fifties. Should we have spent on improving our postal services?Whenever something new and challenging comes up there will be nay sayers.I even had a boss in the nineteen eighties who vetoed my proposal to buy a Personal Computer for the department saying he could buy several typewriters with that money. In the nineteen seventies this same boss ridiculed me for wanting the company to procure a calculator (with just the basic four arithmetic functions and one memory) saying that generations of better engineers than us had used their sharp arithmetic skills and survived without calculators and he would not recommend buying ‘crutches’ for us, young novice engineers, lame in arithmetic skills. He was overruled by a wiser bigger boss. When I submitted my first set of design calculations done with this calculator, he got them verified by hand calculation by my colleague! He did not trust it to be accurate.I am in favour of Bullet train technology and not Bullock cart technology for our Railways.GVEdited to add:I thank all those who supported my views.I particularly liked Anubhav Das’s comment:Very well written Sir. I also want add a few points-When the proposal for Metro Railways in the then Calcutta came in 1984, there was much uproar by people mostly from the Leftist ideology. Now, the whole of Kolkata is in some way or other dependent on the Metro services.Pramod Mahajan was one of the pioneers to bring mobile telecommunication services in India during the 1998 Vajpayee Govt. There were many naysayers then who dissed the mobile services saying this was for the 'rich'. Presently, I think the people who are less well-off make up the largest users of mobile services. So we should welcome changes with open arms and an open mindset, but we should also try to find out the loopholes, if any, and present a constructive criticism towards any new initiative
