It’s an interesting question but to answer it properly, we must look at Britain’s naval policy during the preceding century.During Oliver Cromwell’s regime after the English Civil War, the main rival of the British navy was not England’s traditional enemy, the French, but the Dutch.Between 1652 and 1674, Britain’s navy went to war with the Dutch fleet in three separate confrontations and it was the Dutch who proved to have the most powerful navy. Largely because of Cromwell’s efforts to expand the fleet, the English held their own in the first clash with the Dutch. After the restoration of the monarchy, however, the British suffered reverses in the second Anglo-Dutch war (1665–67) and in the third, five years later.(The Battle of Texel, Third Anglo-Dutch War - van de Welde the Younger)By then, it was clear that the real naval power to be reckoned with was the Dutch Republic. It wasn’t because they had more ships.Britain’s 17th Century naval service was run-down, corrupt and inefficient. Commanded by officers who often owed their commissions more to privilege and patronage than competence, England’s warships were poorly-maintained and inadequately provisioned.The fleet’s morale was so low as to be almost non-existent. Seamen complained about the mouldy bread and rotten meat supplied by corrupt suppliers and the cruel punishments meted out for even the most trivial offences. Their ships were run-down and the entire system was riddled with corruption.Strangely enough, the man who managed to turn the situation around wasn’t an admiral or even a naval officer at all. He was a man best-remembered for his diaries and his vivid accounts of the Plague and the Great Fire of London.(Samuel Pepys - courtesy navyrecords.org.uk)Samual Pepys was the son of a London tailor who, thanks to a keen intelligence and his own industry, had earned a senior post in the administration of England’s navy. His hard work and native ability had won him the trust of England’s Lord High Admiral, James Stuart the Duke of York and brother to the king.In 1673, in the middle of the third Dutch War, Pepys was appointed secretary to the newly created Board of the Admiralty and the de facto civilian head of the navy. He immediately launched a series of reforms intended to rid the navy and its dishonest suppliers of the endemic corruption that had so badly weakened the fleet.One of his most important achievements was a massive expansion of the fleet that restored the balance of power at sea and countered the shipbuilding programs of both the Dutch and the French. Pepys clearly understood the relationship between seapower and Britain’s mercantile wealth and his sobriquet as ‘Father of the Royal Navy’ is well deserved.(Ships of the 17th century Royal Navy)His greatest contributions to the evolution of the Royal Navy, however, had nothing to do with the building of the 30 ‘ships-of-the-line’ launched during his tenure.Early in his career, he had realized that the real Achilles’ heel of the naval service was the dishonesty and corruption of the quartermasters, chandlers and suppliers who provided the ships with everything from cordage to provisions.As noted in J. R. Tanner’s 1919 lectures on ‘Samuel Pepys and the Royal Navy’:“The keys of the victualling storehouses had been entrusted to improper recipients, who had access to the stores at all hours; certain persons kept hogs in the King's storehouses, which were 'fed with the King's serviceable biscuit'; planks, spars, staves, and barrels were converted to private use; 'mops and brooms' from the store were appropriated by an official who 'kept a shop and dealt in those articles'; the King's wine was drawn off in large quantities 'in bottles in a clandestine manner'; certificates were granted for stores before they were actually received, and for articles received short, these being signed in blank by the clerk of the check beforehand; it was a 'common practice' to send in bags of bread deficient in weight; the accounts were imperfectly kept, and showed enormous deficiencies of stores; by collusion with the contractor stores were accepted that were 'of improper quality and not according to contract'; and the victualling board paid excessive prices to a bread contractor with whom they were in collusion and refused to allow others to tender.”Pepys met with suppliers and established firmly managed rules about the amount and quality of seamen’s rations. Under his regulation, the daily ration for sailors included one gallon of beer, 500g of biscuit, 100g of salt beef or fish, butter and cheese.He also recognized that naval officers needed experience and professional training. He created the first examinations for command and promotion in areas like mathematics and navigation. He set standards for ships' surgeons, pursers and even parsons. He also took on the issue of compensation, working to increase the pittances that seamen were paid.It was because of the improvements in naval efficiency that resulted from these reforms that by the time of his death in 1703, the Royal Navy had progressed from a hopelessly corrupt enterprise to a powerful and formidable weapon.Throughout the 18th century, the Royal Navy continued to be the equal of any in the world.
