If Detroit attempted to disestablish itself, Wayne County would haul it into state and federal courts to prevent it from happening. That would take years to resolve, and would prevent or delay any dissolution of the city.The state of Michigan would fight it - Michigan would get “stuck" with a host financial liabilities if it allowed Detroit to disenfranchise itself. Since those costs would likely run into the low billions within a decade or so and Michigan simply doesn't have that much to spare. They also would take the city to court.The federal government would oppose it - Since it's probable that the federal government is going to have to bail out at least Detroit's pension system, it's not going to be amenable to a dissolution of the city which would make the task even more arduous than it would be. As a former Texas D-Water Operator licensee, I was appalled at the dereliction of duty by the professional operators of the Flint water utility. To my mind, they’re the ones responsible, though as far as I know they were never charged, “just following orders.”Surely they knew enough water chemistry to know that the more-acidic new water source would cause problems. Addition of proper chemicals during water treatment could have prevented, or at least lessened the dissolution of the pipe lining that lead to lead leaching into the water supply.
