To give you an idea I made a alerter - which used to run in background and pop up a desktop notification whenever a web page changes. It was very basic. I just used to fetch web pages every hour and then compare with the existing page and notify if both differs. I also start another application using the subprocess module if the page changes. All that in python. It was fun and took a few hours.
