Your question is based on a negative assumption that the police are doing wrong. The police (in most areas) are permitted to do many actions that would not be lawful for anyone else to do. Any traffic issues are extremely minor in respect. It should not even be a question because most citizens (especially the law abiding) would rather see the police on the move instead of sitting at red lights wasting gasoline.
