The word “think” is misleading. It indicates that they thought about it, and came to a firm conclusion that the private companies would agree. Instead, they decided that they could not let go of all of Air India - need some control for various reasons. All of these reasons are political and privilege.As I see it, the Union government was trying to sell Air India under very tough terms:1. Take on a lot of AI's debt.2. GOI to be co-pilot- own 24%. This is the point in the question.3. Employees to be protected.In my opinion, point 3 is the most constraining. It is the deal breaker. No new owner wants holdover senior staff - or even unmotivated junior staff. The buyer knows that costs cannot be cut with these employees, who are used to a different style of working. And, costs have to be cut. It is possible to increase revenues, but without cutting costs, the buyer will not generate enough net revenues. This is a particularly tough task, given the high levels of debt service.Condition number 2 is tolerable by itself. Meaning that if condition 3 was not there, it’s possible that there could be a sale. And, if both conditions 1 and 3 were missing, then condition 2 would not be enough to stop buyers.A company is as good as its employees. If they are not the employees you chose, then you don’t want to run that company.But, this is a major political headache of the Union government. The preparation for the Lok Sabha elections has already begun.
